This study explores how cross-border credit data sharing and alternative data could help expand access to credit for forcibly displaced persons in Uganda. It assesses the legal and market conditions for credit inclusion and identifies practical entry points for private sector and policy action.

Among its key findings, the study notes that while Uganda’s regulatory framework allows for cross-border credit data sharing, progress is constrained by weak credit reporting systems and limited legal and data-sharing infrastructure in major refugee-origin countries. At the same time, refugees in Uganda are generating valuable alternative data through savings groups, mobile money, remittances, and other financial activities, creating opportunities to strengthen credit profiles and support lending. The report identifies digitizing these data trails, improving ID verification, and piloting an indirect-access credit sharing model as promising pathways to expand credit access.
