Mongolia is richly endowed with mineral resources, yet its economy remains heavily dependent on a narrow range of mineral exports. The Mongolia Country Private Sector Diagnostic (CPSD) identifies three sectors where targeted reforms could help broaden the country’s economic base, attract substantial private investment, and create thousands of new and better-paid jobs:  sustainable cashmere processing, solar and wind energy generation, and exploration of energy transition minerals.

Prepared by the World Bank Group, the CPSD examines the regulatory, institutional, and market constraints that discourage private investment and identifies practical policy reforms to address them. For each sector, the report combines detailed market analysis with bottom-up investment and employment modeling to estimate the private capital and jobs that reforms could unlock.

Designed to inform dialogue between the Government of Mongolia, the private sector, and development partners, the CPSD presents a prioritized package of reforms that can be implemented in the near term with limited fiscal cost while strengthening the enabling environment for private investment.

By helping create a more predictable and competitive business environment, the recommended reforms could expand economic opportunities, improve resilience, and support Mongolia's transition toward more diversified, private sector-led growth.
