John Gandolfo

Vice President and Chief Financial Officer

As Vice President and Chief Financial Officer, John Gandolfo leads IFC’s financial strategy and reporting, debt and equity capital mobilization, blended finance activities, and global investor relations. This role brings IFC’s debt and equity mobilization and blended finance functions under one roof to strengthen the institution’s ability to mobilize private capital at scale and deepen connections between investors, partners, and emerging market opportunities to create jobs and eliminate poverty.

Mr. Gandolfo works across the World Bank Group and oversees IFC’s financial strategy and planning, IFC-specific treasury solutions, and ensures that IFC’s financial architecture fully supports the organization’s development mandate.

Prior to this role, Mr. Gandolfo was IFC’s VP and Treasurer, Treasury & Mobilization where he was responsible for managing IFC’s financial position, safeguarding the organization’s international triple-A rating and maintaining IFC’s standing as a premier issuer in global capital markets.  In this position, he led a global team that was responsible for strengthening local-currency financing by structuring and raising debt and equity third-party capital through innovative syndication and mobilization platforms such as the Managed Co-Lending Portfolio Program (MCPP) and IFC Asset Management Company (AMC).

Before becoming IFC Treasurer, Mr. Gandolfo served as Director and Chief Investment Officer of the World Bank’s Pension and Endowments Department, overseeing $27 billion in pension and retirement-benefit portfolios invested across a broad range of asset classes and strategies.

Over a career spanning more than 30 years at the World Bank Group, Mr. Gandolfo gained extensive experience in financial markets and treasury operations. As Director of the Quantitative Strategies, Risk and Analytics Department, he led strategic and tactical asset allocation, risk management, and financial modeling for the asset management, capital markets, and banking businesses. Earlier, he served as Director of the Investment Management Department and began his career in IFC’s Financial Management and Planning Department.

Mr. Gandolfo is a U.S. citizen and holds a BA from the University of Pennsylvania and an MBA from the George Washington University.
