MDB Joint Methodologies for Measuring Private Finance for Development

Multilateral development banks (MDBs) and development finance institutions (DFIs) revised and expanded the MDB Joint Methodologies for measuring the private finance they help make available for development. The methodology revisions were completed by the MDB Task Force on Mobilization and endorsed by all 30 member institutions.

The package includes an overview of the history and concepts behind MDB/DFI measurement of private finance; an updated Mobilization Reference Guide, the first update to the joint mobilization methodology since 2018; a new Generation Reference Guide introducing this new indicator; and a Catalyzation Progress Note on where work on that indicator stands.

The updated mobilization methodology sets out enhanced principles for what counts as mobilized. It also expands attribution rules to help minimize double counting, adds indicators for public and portfolio-based mobilization, and provides new or expanded guidance on guarantees, securitization, risk transfer, and foreign exchange hedging. These methodologies will underpin future annual joint reporting.
