Imad N. Fakhoury is IFC’s Regional Vice President for Middle East and Central Asia.

His priorities are to accelerate private capital mobilization and scale up IFC's investment and advisory footprint across the region. In this role, he will drive IFC's engagement on job creation and scaling development impact by enabling private capital investment and mobilization of commercial financing as well as through deepened private sector participation in infrastructure, agribusiness, tourism, value-add manufacturing, healthcare, financial inclusion, services, and the digital economy.

Most recently, Mr. Fakhoury was IFC’s Division Director for South Asia. Prior to that, he was the Global Director of the Infrastructure Finance, Public-Private Partnerships (PPPs) & Guarantees Group at the World Bank. In this capacity, he led efforts to enable and scale up private capital mobilization, with a focus on private participation in infrastructure and public services. He was a key architect of the World Bank Group's private capital enabling and mobilization approaches, the development of the World Bank Group Guarantee Platform and led critical work on private participation in infrastructure with international forums such as the G7, G20, and UN. 

Before joining the World Bank Group, Mr. Fakhoury served in multiple Jordanian cabinet positions, including Minister of Planning & International Cooperation, Minister of Public Sector Development, and Minister of State for Mega-projects, as well as Senator and Chief of Staff to His Majesty King Abdullah II. He has also served on the executive boards of the World Bank Group, European Bank for Reconstruction and Development, Islamic Development Bank Group, Asia Infrastructure Investment Bank, and the Arab Fund for Economic & Social Development. 

He brings a strong track record in private capital mobilization, PPP development, policy reform, and designing nationally scaled refugee response frameworks that have been adopted as a global model. He led development of the Aqaba Special Economic Zone, pioneered mega PPP transactions, co-founded and served on the boards of several strategic national PPP companies in Jordan.

Mr. Fakhoury has a bachelor's degree in biomedical engineering, a master's degree in engineering management from Case Western Reserve University, a master's in public policy from the Kennedy School of Government at Harvard University, and an MBA from the Kellogg School of Management at Northwestern University.
