State Bank of Vietnam (SBV) and International Finance Corporation (IFC) are hosting a collaborative seminar on Regulatory Framework for NPL Resolution. Governments, supervisory and macroprudential authorities have taken bold and large-scale action to mitigate the effects of the COVID-19 pandemic on economies and banking systems. International standard setters have provided guidance on how flexibility in the macro and micro prudential framework should be implemented. A significant part of the policy measures deployed internationally focus on loan forbearance and preparing the enabling environment for efficient and effective NPL resolution. The NPL ratio in Vietnam reached 2.14% as of September 2020 (to update as of September 2021 by SBV) and is expected to rise when the extraordinary relief measures are withdrawn.
The SBV has been introducing policies and measures to monitor the NPLs situation in the sector and keen to explore further tools and NPL resolution mechanism. The SBV is reviewing the Resolution 42 on NPL Resolution and is working toward strengthening the legal framework for NPL Resolution for Vietnam. IFC is partnering with SBV in organizing a series of workshops/seminars on bank restructuring and NPL resolution.
The key objective of this seminar is to share experiences and lessons from other countries in identifying good practices in prudential supervision and regulation as well as a strong enabling environment for NPL Resolution and to facilitate private sector participation.
Speakers will include Mr. Kim Anh - SBV Deputy Governor, Ms. Kim-See Lim - IFC Regional Director for East Asia and The Pacific, Ms. Katia D’Hulster - Lead Financial Sector Specialist, the World Bank, Mr. Karlis Bauze - Senior Financial Sector Expert at FinSAC, the World Bank Group (WBG), Ms. Nina Mocheva - Senior Financial Sector Specialist, FCI Global Practice Group, the WBG, Mr. Nguyen Quoc Hung - the General Secretary of the Vietnam Banks’ Association and many more distinguished experts.
