Meet the Team

William Trant BELOE
CHUEE Program Manager

Will is managing IFC China’s CHUEE program. Previously, Will was based in Delhi, where he was IFC’s Sustainable Business Advisory Regional Business Line Leader for South Asia. Prior to that, Will was the Head of Advisory Services for IFC Philippines and the EAP regional product lead covering Sustainable Energy Finance and various other climate change initiatives. He began working for IFC in Chengdu, where he spent four years working on SME development focusing on access to finance and SME management solutions. Will began his career in London as a derivatives trader before moving to China, where he worked in banking and management consulting. 

Will holds a Master’s in Business Administration from INSEAD and speaks Mandarin Chinese.



Dianjun ZHANG
CHUEE Senior Engineer

Dianjun joined IFC’s Beijing office in August, 2011 as an Operations Officer for the CHUEE program. He has 21 years experience in energy efficiency and renewable energy in numerous countries, including Finland and Vietnam. Before joining IFC, Dianjun worked as an independent consultant for various international organizations, including the World Bank Group, Asia Development Bank and the United Nations Industrial Development Organization. Prior to that, Dianjun was the Chief Representative of British Consulting Firm, IT Power. In addition, he spent 7 years in Beijing District Heating Group, and 10 years at Finnish Consulting Firm – Poyry. 

Dianjun holds a Ph. D of Energy Engineering & Economics from Helsinki University of Technology, Finland, and holds Master of Thermal Energy from Harbin Institute of Technology, China.



Helen He
CHUEE Banking Specialist

Helen brings with her 14 years of commercial banking experience, in areas such as commercial lending, retail branch management, and client relationship management. In her most recent role as Vice President and Regional Manager for East West Bank in San Francisco, Helen was actively involved in international business transactions, helping the bank’s premium clients do business in the United States and China.
She has also worked for Bank of America and Citigroup in the United States.
Helen was born and raised in China before she immigrated to the United States with her family. She speaks fluent English, Mandarin, and Cantonese.


Guoqian WANG
Associate Operations Officer

Guoqian is the Associate Operations Officer of the CHUEE Program. Prior to joining IFC, she worked in other bilateral and multilateral organizations on energy, climate change, and environment related development issues. She has a background in International Development & Economics as well as in Environmental Management.



Ying ZHOU (Zoe)
Associate Operations Officer

Zoe plays a strong role in the analysis of Energy Efficiency loans, project monitoring and evaluation, and advisory services provision to partner banks. Before joining IFC, she served as a lending representative for Chinese State Owned Enterprises at HSBC, Beijing, focusing on loan origination, processing and risk management for three years.


Zoe holds a Bachelor’s degree in Economics from Beijing Normal University and a Master of Public Administration concentrating on Public Policy from Syracuse University.



Huishan Lian
Operation Analyst

Huishan officially joined IFC in June 2012, working as an Access to Finance Operation Analyst for the CHUEE program. She spent much of the last year providing the team with excellent support as an intern, and we are very glad to welcome her back to IFC. Prior to her internship, she worked at the Chinese Academy of Social Sciences as a climate change analyst. In her free time, she volunteers in environmental protection and rural education projects. Huishan holds a Master's degree in International Political Economy from the London School of Economics and Political Science.



Junxiu Liu (Jenna)
Program Assistant

Jenna is playing an important role in coordination work related to project operations, accounting, and HR in the CHUEE team. Before joining IFC in 2006, she worked as an Executive Assistant and Office Manager with a multinational service company. She also has experiences in the field of finance, marketing and customer relations with an international engineering consulting firm. Jenna holds a Bachelor's Degree in English translation and interpretation from Beijing Foreign Studies University.



Xuelei Tan (Shirley)
Team Assistant

Xuelei has been working in the IFC Beijing Office as a receptionist for the first three years. She joined the CHUEE team in October 2006 and played an very important role in coordinating program events organization, missions and media coordination for the CHUEE team. In April of 2011, she applied and was selected for a 6-month developmental assignment at HQ in DC, during which she performed very well and the developmental assignment has extended for another 7 months until end of April, 2012. Prior to joining IFC, she worked as a Senior Guest Relations Manager in a five-star hotel for four years. Xuelei holds a Associate Degree in Hotel Management from Beijing Education College.
