Survey results confirmed that reform of current permit, inspections and technical regulation systems' reforms has been made but reforms are far from complete. Slow reforms implementation hampers competitiveness and development of Ukrainian business. In 2008 compliance only with three respective regulatory procedures cost for businesses $1,55 billion. June 10, 11 and 23, 2009 - Ukraine BEE Project held series of seminars on technical regulation reform in Mykolayiv, Odessa and Lugansk. May 18, 2009 - IFC Ukraine BEE Project organized an international conference entitled “Reforming Food Safety Regulations in Ukraine: International Best Practices and Proposals for Policymakers”. The purpose of the conference was to initiate a policy dialogue among government decision-makers, private sector representatives, and expert community on the issues of reforming the food safety regulatory system in Ukraine, what can be learnt from EU and other countries and how well to apply international best practices to ensure increase of domestic food producers competitiveness. Nearly 60 Ukrainian and international experts, representatives from Ministry of Economy of Ukraine, Ministry of Agrarian Policy of Ukraine, Parliament Committee for Agrarian Policy and Land, Department of Veterinary Medicine, Department of Food Industry, various business association and private business companies attended the conference. The best international practices of food safety regulation reform were presented by experts of USA, Poland, Sweden, Serbia, Italy, and Balkan countries. During the conference recent IFC survey “Reforming Food Safety Regulation in Ukraine: Proposals for Policy Makers” was presented. While discussing key findings and recommendations of the survey international and local experts as well as high governmental officials agreed unanimously that Ukraine continues to use food safety regulations which are not in full compliance with WTO and EU rules and principles, and thus are not recognized by most of the world economies. In view of the current global financial and economic crisis, it is crucial to release Ukrainian business (especially in strategic sectors, such as agribusiness, dairy sector) from superfluous regulatory and administrative burdens by reforming the sectoral regulatory framework. The Conference discussions and recommendations brought attention of the media and were widely covered in the press and TV. Only the first week of monitoring gathered more than 30 media appearances. ____________________________________________________________________________ In April 2009 Ukraine BEE Project Jointly with Ministry of Economy of Ukraine and State Committee for Regulatory Policy and Entrepreneurship continued realization of awareness campaign, which aim is to inform businesses, business associations and state officials on technical regulation reform, particularly about reform experience of EU countries. Three seminars entitled "Technical regulation in Ukraine" were held in Donetsk, Dnipropetrovsk and Kharkov on April 1, 2 and 3. More then 150 participants took part in seminars. |
