This report is a logical continuation of the previous report completed in 2003. The survey reflects the opinion of over 2500 entrepreneurs throughout Tajikistan. It monitors changes and overall situation in business sphere of the country. The report shows that even though situation has changed positively since 2003, administrative barriers still remain high for entrepreneurs. The project has made 45 recommendations to the government of Tajikistan to achieve a more sustainable SME development.



This report represents the results of the first baseline survey that was conducted in June 2003 and covered the view of 2000 individual entrepreneurs, dehkan farmers and representatives of SMEs from all regions of Tajikistan. The survey covered the key regulatory areas and their impact on SME sector development such as:
  • access to finance
  • registration
  • licensing
  • inspections
  • permits
  • taxation
  • import-export
  • standardization-certification
