Lack of legal knowledge of many entrepreneurs exacerbates the presence of high administrative barriers. That is particularly significant when entrepreneurs face inspections.

The project defined two main channels to developing public awareness among the reaching the target audience: media and trainings.


MEDIA

To increase the number of entrepreneurs reached, the project widely involves different media in covering its activities. The project produced a series of four Public Service Announcements to focus on the new Inspection Law, which provides a stronger legal support to entrepreneurs. The PSAs are currently being broadcast on Tajik national Channel 1. The broadcast will continue until September 20, 2007.

Public awareness activities through mass media also include:

    • Holding regular press events (press conferences, press clubs, interviews, presentations);
    • Publishing feature articles on SME issues;
TRAININGS

In order to raise entrepreneurs’ awareness of their rights and responsibilities the project has developed training modules targeted at communicating the content of the new Inspection Law to small and medium entrepreneurs.

IFC started TOTs in April 2007 for partner organizations, including UNDP, MSDPS, ACTED, and OSCE, on main provisions of the new inspections law. Partners in their turn will directly train entrepreneurs throughout Tajikistan. The final goal is to reach at least 5,000 entrepreneurs through trainings only. During Phase II of the project:
  • ~70 trainings were provided for entrepreneurs and government officials
  • more than 400 government officials and more than 600 entrepreneurs were reached with trainings and consultations
  • almost 200 employees of Micro-Finance organization were trained and consulted


OTHER AWARENESS ACTIVITIES

Committed to raise public awareness about new rules and regulations on inspections, the project keeps a close connection with government bodies as well as with entrepreneurs.

In 2006 along with holding information campaign on the Inspection Registration Book the project team organized free printing of 125.000 copies of the Inspection Registration Book, in coordination with the World Bank and SECO, to be distributed among entrepreneurs.

In the nearest future the project is planning to print and distribute check-lists on Fire Fighting Department and Sanitary and Epidemiology Services inspections to reach entrepreneurs and market administrations.
