Commercializing Energy Efficiency Finance (CEEF)


In operation since 1998 in Hungary, Commercializing Energy Efficiency Finance (CEEF) combines $23.7 million of Global Environment Facility (GEF) funds alongside bilateral donor support totaling $1.6 million, and an IFC direct investment of up to $87 million (depending upon market demand) to support the operation of a partial loan guarantee facility to support lending by local banks for energy efficiency and renewable energy investment. The program builds on the model first demonstrated in Hungary by expanding IFC's guarantee product offering to the Czech Republic, Slovakia, Estonia, Latvia, and Lithuania.

The facility is operated by dedicated IFC program teams in each country who oversee technical assistance support provided to project development and financial institutions to stimulate a vibrant energy efficiency (EE) project development and project finance industry in the region. A variety of market segments are targeted with special financial products offered by nine commercial banks operating in the region. With guarantee commitments supporting close to $100 million in sustainable energy lending to date, the program operations will continue to support new lending through the end of 2008.
