Description of company and purpose of project
Established in 1969, MESA Housing Industries (MESA HI) is a construction and real estate development company with operations in Turkey and abroad. The main company of the MESA Group (MESA), MESA HI is carrying out an estimated $45 million project to build and commission a 115-bed general tertiary level greenfield hospital in central Ankara, addressing the demand for high quality healthcare in the city.

Project sponsor and major shareholders of project company
MESA is a well-established Ankara-based industrial group with interests in construction, as well as construction-related production (steel formwork, wire mesh, concrete production) and design/technical services. The group is also active in tourism (resort facilities and a travel agency) and co-owns several shopping centers. MESA is controlled by close to 40 individual shareholders.

Total project cost and proposed IFC investment
The total project cost is estimated at $45 million. The proposed IFC investment is a $11 million A loan for IFC’s own account.

Location of project and description of site
The site for this greenfield hospital is in the Sogutozu neighborhood in central Ankara, close to a shopping center and public parks. The hospital building will have five levels, including two underground floors for parking, utility rooms and support services, and three floors for most medical and surgical services and inpatient beds. The total built-in area will be approximately 24,000 square meters.

Project Development Impact and IFC's Role
The project will expand access to quality health care in Ankara and demonstrate best administrative and patient care practices throughout the medical community. It will also provide a forum for medical seminars and conferences, aimed at professionals as well as the general public.

IFC will provide long-term financing, currently unavailable to private hospitals in Turkey. Additionally, as an advisor, IFC will help MESA sharpen its overall hospital strategy and design and implement appropriate management arrangements for the facility.

Environmental and social issues - Category B
This is a category B project according to IFC’s environmental review procedure because specific impacts may result that can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. Based on this information, IFC concludes that the proposed project will meet the applicable World Bank/IFC environment and social policies and the environmental, health and safety guidelines upon successful implementation of the agreed mitigation measures.

Location of environmental documents in locally affected community
The translated ERS will be available upon request, at MESA’s headquarters (Mesa Plaza Ihlamur Cad. No.2 Cayyolu 06530, Ankara) as well as at MESA’s shopping center at Mesa Plaza. It will also be published on the company’s website (www.mesa.com.tr). An advertisement in a local newspaper will inform the local community of the availability of the ERS.
