International: Novo-Nordisk A/S (Denmark) and Pierre Fabre Laboratoires (France), with each 33% equity in Aldaph SPA. Local: Groupe Saidal, with 10% equity in the Company.

Project Cost Including proposed IFC investment

Project Cost: EURO 47 million (US$50.7 million equivalent).
IFC Investment: (i)EURO 7 million "A" Loan, (ii) EURO 6 million "B" Loan, (iii) AD105 million equity (US$1.8 million) representing about 6.7% of Aldaph's capital.


Location of project and Description of site

Greenfield land of 90,000 square meters in Draa-Ben-Khedda, about 80 miles east of Algiers.

Description of Company and Purpose of Project

Establishment of a production unit to manufacture, package and distributed pharmaceutical productions covering 15 therapeutic classes including: (i) dry forms (tablets and capsules), (ii) liquid forms (oral and topical liquids), (iii) paste forms, (iv) suppositories, and (v) parenterals (including insulin). The production unit will be backward integrated with the existing import and distribution activities of Aldaph SPA.

Environmental Category and Issues

This is a category B project according to IFC's environmental review procedure. Environmental issues associated with this project include: site location; air emissions; liquid effluents; fuel storage and handling; emergency response and contingency plan, employees training and general occupational health safety. Air emissions will be controlled by air filters installed in the areas where there is handling of dry materials and potential for release of air emissions. The domestic waters will be collected in septic tanks and the process liquid effluents will be treated in the wastewater treatment plant to be installed in the premises. Fuel, solvents, and raw materials will be properly handled and stored. The sponsor will prepare and submit to IFC copies of the HAZOP conclusions and of the contingency and emergency response plans. The sponsor will implement occupational health and safety measures including fire prevention systems, compulsory use of personal protective equipment and training programs. With the implementation of the above measures, IFC concludes that the proposed project is being designed to comply with World Bank guidelines. IFC will monitor the ongoing compliance of the project by evaluating the sponsor's annual environmental performance reports and periodic site supervisions.
