Helios LLP is 100%-owned by Golden Eagle Partners (GEP), a Swiss partnership formed by the former heads of Chevron and PriceWaterhouse in Kazakhstan. From its headquarters in Almaty, GEP covers both upstream and downstream opportunities in the oil and gas sector; oil field services and supply; power; energy trading; and other industries.
Project Cost Including proposed IFC investment
The total project cost is estimated at $6.1 million, of which IFC will invest $2.5 million in the form of a convertible loan.
- Location of project and Description of site
The project involves the development of a network of gas stations in the following cities of southern and eastern Kazakhstan: Almaty, Shymkent, Taraz, Pavlodar and Karaganda.
- Description of Company and Purpose of Project
Helios is an integrated downstream company involved in the distribution and retail of petroleum products. The company, which is incorporated in Kazakhstan, was formed in September 1999. The project includes the development of 6 Helios outlets and 26 franchising stations in the natural marketing areas of the Shymkent and Pavlodar refineries. The franchised stations will be operated by small and medium sized enterprises (SMEs), which will lease equipment for the stations from Helios. IFC will extend a convertible loan of US$2.5 million to finance the leasing operations of Helios. The project will promote leasing as a mean of credit delivery to SMEs and demonstrate the benefits of franchising. IFC will play an important role in this project through the provision of funds and in ensuring that the company operates in line with international safety and environmental standards.
- Environmental Category and Issues
This is an environmental and social review category B project. Issues include potential contamination around existing filling stations, potential economic displacements in relation to new filling stations to be build, vapor control, spill control, transport and fire safety, emergency response, and employee health and safety. Fuel dispensers will utilize vapor recovery systems, and underground fuel storage tanks will be triple protected. Sophisticated leak-containment and precise fuel gauging systems will ensure Helios outlets are environmentally sound. The only fuel distribution vehicles in Almaty today with vapor recovery systems belong to the Helios distribution unit and additional delivery vehicles will be procured to supply Helios franchised stations.
