Project Cost Including proposed IFC investment
Total project cost is estimated at US$290 million (over the 1997-1999 period). IFC would provide for its own account a US$40 million A Loan and a quasi-equity of US$10 million, and would syndicate a US$120 million B Loan.

Romania - countrywide cellular network.
Description of Company and Purpose of Project
Project involves the development, installation and operation of a nationwide GSM (Global System for Mobile Communications) cellular telephone network. Mobil Rom, a joint venture between France Telecom Mobiles International and various local and foreign partners, was recently awarded in a competitive bid one of two 10-year licenses to install and operate a digital cellular telephone system in Romania. The license requires the Company to build up, within a 5 year period, a nation-wide network providing coverage to 65% of the Romanian territory. Service is expected to start by mid 1997. This project would bring in modern technology and management systems as well as help upgrade the country’s communications infrastructure. The project would meet the urgent needs of the business community and households for more and better quality communications services.
Environmental Category and Issues
This is a category B project according to IFC's environmental review procedure. Environmental issues associated with this project include: right-of-way alignment, tower site selection, PCB's, halons, solid and liquid waste disposals. Occupational health and safety issues include fire prevention and general employee safety. It is anticipated that this project will not require new major rights-of-way and will make maximum use of existing structures in the location of the antennas.
