Location of project and Description of site
The rural telephone network would cover 199 counties (Thanas) located throughout northern Bangaldesh.
Description of Company and Purpose of Project
ICT-B is a Bangladeshi joint venture company owned by BRTA (50%) and ICT-World Telecommunications (50%), a special purpose company set up by ICT. ICT-B will own the network and BRTA will operate it at its actual cost. Bangladesh has one of the least developed telecommunications infrastructure in the world and almost all of the existing telephone lines are in the capital, Dhaka. Currently, there are about 10,000 telephone lines serving approximately 60 million people in ICT-B’s territory in northern Bangladesh. This represents a penetration rate of less than 0.01%. The total number of subscribers is estimated to increase to about 840,000 over the next ten years and ICT-B’s plan is to serve around 127,000 subsribers within 3 years. IFC would be able to provide long-term financing that is generally not available in the amounts and maturities required for projects such as ICT-B’s.
Environmental Category and Issues
This is an evironmental review category B project. Environmental issues include right-of-way alignment, development of agricultural/sensitive land, land reclamation, tower site selection, PCBs, waste disposal, general safety issues and fire protection. The sposors have submitted a plan addressing the issues listed above. This plan is currently under review by IFC. Once the plan is finalized an ERS will be prepared.
