The Project is a joint venture between Case Service Holdings Ltd., and two Uzbek partners Uzselkhozsnabremont, the state-owned agricultural equipment procurement and distribution agency, and the Uzbek Banking Association (“UBA”). Case will manage the Project.

Location of project and Description of site
It is expected that every oblast (province) of Uzbekistan would have one service center. Most of the service centers are expected to be located within service complexes presently owned and operated by Uzselkhozsnabremont but will have its own buildings, compound and staff. The UzCaseService headquarters will be located in the same Tashkent premises as UzCaseMash and UzCaseAgroLeasing so the three joint ventures can share overheads and communicate easily.
Description of Company and Purpose of Project
Case has emerged as the largest supplier of agricultural machines and equipment in Uzbekistan as it successfully marketed its products and services over the past three years. By the end of 1996, the Case machine population in Uzbekistan included 440 grain combines, 150 large tractors and several hundred pieces of tillage equipment. These equipment are currently serviced by a team of Case expatriate staff located throughout the country. In the coming years, the number of Case combines, tractors, cotton pickers and other agricultural equipment are expected to expand substantially. The service centers, which will be equipped with parts, tools and diagnostic equipment and staffed by technicians trained by Case, will undertake scheduled maintenance on agricultural equipment as well as repair services and parts sales. The centers will also service other non-Case equipment. At present there are practically no foreign commercial sources of term financing available to Uzbekistan purely on a project-recourse basis which is why Case has approached IFC to support the project.
Environmental Category and Issues
This is a category B project according to IFC's environmental review procedure. Potential environmental, health and safety impacts of the project which were analyzed included: air emissions; liquid effluent treatment; solid and hazardous waste handling and disposal; potential site contamination from present or past uses; fire prevention and emergency response; and workplace air quality, noise and safety. Case Corporation is carrying out an environmental audit of all potential sites to establish the current environmental conditions and the degree of contamination from present or past uses. The results of the audit will be used for site selection as well as for the preparation of site-specific remediation and reconstruction plans. Disbursement under this project will be linked to IFC’s approval of site-specific environmental plans.
