The Project is a joint venture between Case Equipment Holdings Ltd., a wholly owned subsidiary of Case Corporation of US, the Uzbek state agriculture machinery association Uzselkhozmashholding, and the Uzbek agriculture equipment producer PO Tashselmash. Case will hold 51% ownership and manage the Project. Uzselkhozmashholding and PO Tashselmash together will hold 34% ownership. Case is one of the world’s largest manufacturer and distributor of light- and medium-sized construction equipment, and a leading supplier of agricultural equipment and tractors.

Project Cost Including proposed IFC investment

The total project cost is estimated at US$28.4 million. IFC’s total investment (A Loan, B Loan and Equity) will amount to about US$13.4 million, including an A loan of US$6.8 million, a B loan of US$4 million and equity of US$2.6 million.

Location of project and Description of site

The UzCaseMash facility which will be leased, will be located within UzItalmotor, an industrial complex close to Tashkent. The facility will occupy three buildings, the main building (15,000 sq. m.)for assembling and painting Cotton Express, an adjacent two-story building (7,000 sq.m.)for transmission, final drive and grain header assembly, and component storage; the third building will contain administrative offices. The facility has access to utility services (electricity, water, gas and sewage) and rail and road connections.

Description of Company and Purpose of Project

The Project is to construct an assembly plant for the production of Case two-row cotton pickers and Case grain headers for use on grain combines. The introduction of modern mechanized cotton picking will improve harvesting productivity and enable harvesting to be done faster to avoid losses from onset of the rainy period especially in low population density areas where labor for hand picking is limited. The Project will also introduce modern technology and know how, specifically suited for Uzbekistan and neighboring cotton producing countries.

Environmental Category and Issues

This is an environmental review category B project. Environmental, occupational health and safety issues include: air emissions, liquid effluent treatment, solid and hazardous wastes, site contamination, fire prevention and emergency response, and workplace air quality, noise and safety. Air emissions from painting and bake oven operations will be minimized by design of the paint process and selection of low emissions paint and thinners. The only source of process effluents will be the parts washing systems, which will be current technology systems designed for water discharge minimization. The company will implement a comprehensive health and safety and training program. An environmental audit commissioned by Case Corporation did not disclose contamination from present or past uses on the site that is considered likely to interfere with the proposed operations of UzCaseMash.
