The SECO IFC Leasing Program in Ghana is being implemented through the generous support of Switzerland's State Secretariat for Economic Affairs, SECO. Each year, Switzerland spends about Sfr 1.5 billion on development aid—about 0.34 percent of Switzerland’s gross national product.

SECO is responsible for formulating Switzerland's policies on cooperation with developing countries. Together with the Swiss Agency for Development and Cooperation, seco determines what path the country's multilateral policy should follow. Contributions to developing countries are channeled through international organizations, including the World Bank Group, regional development banks, and the specialized agencies of the United Nations.

SECO’s objectives in the economic development cooperation program are to:

  • Help developing countries reach the stage of development that is most favorable to growth and investment
  • Mobilize private sector resources to increase the flow of finance to developing countries, as well as transfer technology
  • Improve productive and social infrastructure
  • Help developing countries integrate international trade into their operations
