DOTS Phase 3: Preparation

The main operational objectives of this phase are to secure funding for the project and commitment from the client (e.g. vis-à-vis a Memorandum of Understanding). This stage is crucial for measuring the project’s future results. During this stage, managers are expected to develop an evaluation methodology, secure funds for monitoring and evaluation, conduct the baseline study, and develop project’s developmental benchmarks (targets) based on indications from the baseline. There is no special AS document for this phase.
