DOTS Phase 1:
Business Development

The objective of the initial business development phase (AS-PDS Early Review) is to identify opportunities for the prospective project by: (1) explaining its strategic relevance; (2) defining the market failure it plans to address; (3) assessing political and economic conditions on the ground as well as the degree to which the project is consistent with the World Banks’ country assistance strategy. At this stage, managers are expected to identify the project’s goals and objectives during this stage, develop the logic model, and identify the level of investment required to monitor and evaluate the project’s future performance.
