Development results measurement is critical for IFC to:
  • Assess to what extent we are achieving our mission of promoting sustainable private sector investment in developing countries to help reduce poverty and improve people’s lives
  • Calibrate our engagements to achieve more effective operations and refine our strategy
  • Articulate and report on successes and areas for improvement, to promote learning throughout IFC and to improve transparency and accountability to stakeholders
  • Foster a culture in which achieving development results is a key incentive for staff
IFC has launched a new development outcome tracking system (DOTS). It builds on IFC’s long-standing evaluation framework, which is widely recognized as good practice for evaluating private sector investments.

DOTS allows real-time feedback into project design and implementation, enabling IFC to measure results against clear targets that are defined beforehand. By using standard performance indicators, DOTS allows us to aggregate development results and compare them across regions, industries, and business lines.

IFC monitors and evaluates its results for both investments and advisory services. Operational staff track results with central guidance and quality control. Our development results are used to build knowledge and inform IFC’s strategy. Corporate, departmental, and individual “scorecards” provide incentives to achieve better development results.

IFC also has an Independent Evaluation Group, which ensures accountability through ex-post and in-depth evaluations of a subset of our activities. Along with DOTS, IEG evaluations help identify areas of improvement for IFC’s development effectiveness.
