
The Infrastructure Advisory Southeast Europe program has been established in cooperation and with the financing of the Government of Austria, Italy, the Netherlands, Norway and the United States.
| Considering public-private partnerships an important vehicle of infrastructure development and the importance of infrastructure development for the economic development of the Southeastern Europe region, the Austrian government participated in establishing and financing the Private Enterprise Partnership for Southeast Europe Infrastructure (PEPSEI). On behalf of the Austrian Federal Ministry of Finance, the Austria Wirtschaftsservice GmbH("AWS") (www.awsg.at), the federal promotional bank of the Republic of Austria supporting and promoting Austrian business enterprises, acts as the monitoring agency for the Austrian donor funds. Italy
| The Department of the Treasury is one of the four Departments of the Italian Ministry of the Economy and Finance. Headed by the Director General of the Treasury, it carries out activities of technical support for the Government’s economic and financial policy choices, draws up macroeconomic strategies and the most relevant programming documents. The Department of the Treasury is divided into four staff offices, seven Directorates and a Departmental Service. A General Director is in charge of the seven Directorates and the Departmental Service. Each organization of the Department of the Treasury is divided into one or more executive offices with specific competences. The Directorate dealing with international economic and financial issues, is also in charge of the relation with the Private Enterprise Partnership Southeast Europe Infrastructure. | The Agency for International Business and Cooperation (EVD) is part of the Dutch Ministry of Economic Affairs. Its mission is to promote and encourage international business and international cooperation. As a State agency and a partner to both private-sector and public-sector organizations, the EVD aims to help them achieve success in their international operations. EVD manages the technical assistance trust funds of the Netherlands Ministry of Economic Affairs. The program is open for TA projects sponsored by IFC in eastern and central Europe and several emerging markets. EVD organizes numerous activities with international organisations, ranging from private sector delegations to private sector RoundTables on issues such as business environment, corporate social responsibility, investment and procurement.

Norway

| The Economic Cooperation and Development Division of the State Secretariat for Economic Affairs (SECO), together with the Swiss Agency for Development and Cooperation (SDC), is responsible for planning and implementing cooperation with developing countries, Eastern European and Central Asian states (transition assistance) and the ten new EU states (enlargement contribution). The aim of this cooperation is to improve the living conditions of the population and to reduce disparities amongst all countries.
SECO is focusing its projects on the promotion of sustainable economic growth based on a market economy and on the integration of partner countries into the world economy. More specifically, SECO is involved in providing measures to support macroeconomic policy reforms, infrastructure projects and programmes for promoting trade and investment. Important principles for cooperation are good governance and the mobilisation of private resources (capital and know-how).

| The United States has a long history of extending a helping hand to people of other nations struggling to make a better life, recover from a disaster or striving to live in a free and democratic country. U.S. foreign assistance has always had the twofold purpose of furthering America's foreign policy interests in expanding democracy and free markets while improving the lives of the citizens of the developing world. USAID's history goes back to the Marshall Plan reconstruction of Europe after World War Two and the Truman Administration's Point Four Program. Since its creation in 1961 USAID has been the principal U.S. agency to extend assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.
