IFC-PENSA End-of-Term Review

IFC-PENSA proposes to conduct and End-of-Term review of its operations in Indonesia for the five year cycle 2003 – 2008. The key objective of the review is to assess lessons learned that can serve to improve future programs and operations.

IFC-PENSA is a multi-donor initiative and has offices in Jakarta, Denpasar, Makassar and Aceh, with a mandate to improve the business enabling environment, to increase access to financial services and to improve the performance of selected supply chains.

Key objectives of the assessment are as follows:
    • to apply an evaluative framework focusing on the dimensions of strategic relevance, output, outcome and impact achievement; including sustainability, efficiency, and IFC-PENSA’s performance. The evaluation will be conducted at the individual project level in addition to assessing the overall IFC-PENSA program. The review will need to consider the country and regional contexts that IFC-PENSA operated in.
    • to evaluate the extent to which IFC-PENSA fulfilled its goals and showed results on the ground. The study will appraise strengths and weaknesses and highlight success factors and lessons that can be applied in future practice.
    • to assess the extent to which IFC-PENSA has adjusted its programs and ways of working throughout its five-year history, in particular following the mid-term review.

The review will comprise independent project-level evaluations, analysis of the IFC-PENSA management structure and support functions, including human resource management and monitoring and evaluation.

Project-level evaluations will be conducted using interviews, focus groups, and surveys of IFC-PENSA project stakeholders (government officials, private sector representatives, donors, WBG staff, project beneficiaries) during field visits. In addition, the consultants would review IFC-PENSA project files, data and other documentation in considering the performance of the overall IFC-PENSA program.

IFC-Indonesia now invites eligible consultants to indicate their interest in providing their services for this independent evaluation of IFC-PENSA. Interested consultants should provide evidence indicating their qualifications to undertake the consultancy, including description of similar assignments, experience in similar regions, availability of appropriate skills among staff, knowledge of Indonesian context etc).

Based on the expressions of interest received, a short list of consultants will be drafted, to whom detailed terms of references will be sent for participation in a competitive bid.

Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004 and sections AMS 15.00 and AMS 15.07 of the Administrative Manual.
