This report provided an overview of the status of Vietnamese private companies and served as a background paper for the World Bank economic report presented at the December 1999 Consultative Group. It argued that the key to significant new employment creation and renewed economic growth was the rapid development of export-oriented private sector companies. The analogy employed in the report compared the Vietnamese private business person to an intrepid motorist trying to find his way despite conflicting signals from government and society, and a fairly unfriendly business environment fraught with domestic and international challenges. Reaching a destination of prosperity was difficult and uncertain. The author tried to define the problems and propose solutions to speed him on his way.
