Based in Phnom Penh, Cambodia
Charles manages the Investment Climate program in all three countries. Chuck has worked in Asia since 1992 and joined IFC in November of 2006. Before joining IFC he worked in Cambodia and Lao PDR for four years as a project leader and private sector development specialist for ADB funded projects. He has also worked as an SME finance and banking consultant in several countries, including Thailand, Vietnam, Indonesia, the Philippines and Japan for various development agencies, including ADB, World Bank, USAID and the Japanese Government. He has an M.A. in international political economy from Syracuse University. Charles is a United States national.

Nguyen Van LAN
Project Manager
Lan joined IFC in July 2003, was primarily responsible for policy-related research activities and then manages all Investment Climate projects in Vietnam. Prior to IFC, Lan was a member of the Faculty of Development Economics and the Business School of the National Economics University. He taught a wide range of courses in Economics, Research Methodology, Philosophy of Social Sciences, Project Management, and Business Law. Lan holds a BA in Economics from the National Economics University (specializing in Econometrics and Economic Modeling), an MBA conferred by Boise State University in the United States, and a PhD in Economic Sociology from the University of Sunderland in the United Kingdom. Lan is a Vietnamese national.
Huynh Mai HUONG
Project Officer
Huong joined IFC in early October 2006 after spending two years as a program officer in the SME Policy Environment component at the Vietnam Competitiveness Initiative, a USAID-funded economic growth project. Huong also spent six years with PricewaterhouseCoopers Vietnam and was a deputy manager in the Business Assurance and Advisory Services (ABAS) of the firm. Huong holds a BA from the Foreign Trade University in Hanoi, an MBA from the International University of Japan (IUJ) in Japan and a professional qualification of Chartered Certified Accountant from the United Kingdom Association of Chartered Certified Accountants (ACCA) in Hanoi. Huong is a Vietnamese national.
Nguyen Thu NHAN
Project officer
Nhan joined IFC Mekong's BEE program in Vietnam in early October 2009. Before joining IFC, Nhan spent five years working for a UNDP funded project at the Office of the National Assembly of Vietnam to support its capacity to debate and develop laws in the country. Nhan started her work for the project as a project assistant and left as the Deputy National Project Manager. Nhan holds a BA in Economics from the National University of Hanoi and an MA in International Development from the International University of Japan (IUJ). Nhan is a Vietnamese national.
Pham Minh TU
Project Analyst
Tu joined in July 2006 after spending nine years in the Ministry of Finance, where he worked in financial integration and also as a Project Coordinator. Tu holds a BA from the Foreign Trade University in Hanoi, and an MPP (Master of Public Policy) from the National Graduate Institute for Policy Studies (GRIPS) in Japan. Tu is a Vietnamese national.
Pham Lien ANH
Project officer
Before joining the IFC, Lien Anh worked for DANIDA's Private Sector Development Program for seven years as a senior program officer in charge of a number of projects benefiting the private sector in Vietnam. Lien Anh also worked for an SOE for three years as an Investment Officer. She holds a Master in Development Economics from University of Bremen (Germany). Lien Anh is a Vietnamese national.
Lai Van HA
Team Assistant
Ha joined IFC in May 2006 as a team member of the Vietnam Business Forum Secretariat (VBF). She has a BA in English language from the Hanoi National University and is a Vietnamese national.
Nguyen Anh THU
Team Assistant
Thu joined IFC in October 2000, after working for Itochu's General Merchandise and Foodstuff Division for six years. She holds a BA from the Hanoi Foreign Language University and is a Vietnamese national.

SONEATH Hor
Project Manager
Soneath joined IFC in March 2003, and is responsible for the Investment Climate program in Cambodia. He holds an MA in International Development from Fordham University in New York City and a BSc in Business Administration from Berea College in Kentucky. Prior to pursuing his studies in the United States, Soneath worked for five years, first with the United Nations mission in Cambodia as a translator, and then for international NGOs as a project manager. Soneath is a Cambodian national.
KHEMARA Ros
Project Analyst
Khemara joined IFC in December of 2007. Before joining IFC, he worked as an Economic Researcher at the Economic Institute of Cambodia for a year. Prior to working in the Economic Institute of Cambodia, Khemara worked for the NGO Forum on Cambodia, and managed the Trade and Economic Development Project. Khemara also spent 3 years working for World Vision Cambodia. Khemara holds a Bachelor of Business Administration (BBA) from National University of Management in Phnom Penh, a Bachelor of Education (BEd.) from Royal University of Phnom Penh, and a Master of International Relations from Ritsumeikan University, Kyoto, Japan. Khemara is a Cambodian National.
Khy Touk
Project Analyst
Khy joined IFC in October 2005 as a Business Development Analyst in the Investment Climate Program. Prior to joining IFC, he worked as an economic researcher for two years with the Economic Institute of Cambodia (EIC), conducting research on private sector development issues for international organizations that included the World Bank and the KENAN Institute, Asia (KIASIA). Khy holds an MBA in International Business from the Asian Institute of Technology in Thailand and an MBA in Management from the French-Vietnamese Centre for Management Training in Vietnam. Khy is a Cambodian National.
CHANTOL Hay
Operations Analyst
Chanthol joined IFC in March 2009 as an Operations Analyst. Prior to joining IFC, Chanthol was an independent consultant and lectured part-time at universities in Phnom Penh. Chanthol's further work experience includes positions with the Forestry Administration (FA) of Ministry of Agriculture, Fisheries and Forestry (MAFF). Chanthol holds a M.A. degree in Economics from Tokyo University and a B.A. in Economics from Osaka University, Japan. Chanthol is a Cambodian national.
TONIE Tan
Program Assistant
Tonie joined IFC in November 1999. She has three years prior experience in office administration with the United Nations Office for Project Services and the UNDP Service Center, and holds a Bachelor of Education in Teaching English as a Second Language. Tonie is a Cambodian national.
LILI Sisombat
Project Manager
Lili joined IFC in June 2001. Before managing the G-PSF, Lili was the Team Leader for all business development programs in Cambodia and Lao PDR. After completing her studies, she worked as a marketing manager for several years with international companies in Europe before coming back to her native Lao in the early 1990s, where she established and operated her own market research company for six years. She holds an MBA from the Ecole Superieur de Commerce de Burgundy and a PhD in Sociology from Paris VIII University. Lili is a French national.

Soksophoin Choeung joined IFC in 2007. Before joining IFC, she worked as an administrative assistant for Khmer Cement Industry Company Limited and Petronas for more than 5 years. She holds Bachelor’s degree in Business Administration. Sophoin is a Cambodian national.

PHONGSAVANH Phomkong
Project Officer
Phongsavanh has worked for IFC Vientiane since December 2007. Before joining IFC, he worked for six months at the State Street Global Advisors, a leading financial institution in Boston. Phongsavanh also has five years experience working in Lao PDR as a national consultant and private sector development specialist for various projects of the World Bank and ADB focusing on policy and regulatory reforms. Phongsavanh has an MBA from the Asian Institute of Technology in Bangkok, a Master’s degree of Entrepreneurship from the European School of Management (ESCP-EAP) in Paris, and a graduate diploma in Finance and Banking from Boston University in Massachusetts. Phongsavanh is a Lao national.
THIPPHAPHONE Vongsay

Thipphaphone joined IFC in May 2004. Thipphaphone has two years experience as an Assistant Auditor at PriceWaterhouseCoopers and one year of experience as a Coordinator at Societe Mixte D’inspection Lao BIVAC International. She holds a Master’s degree in the Economics of Development from the Australian National University (ANU) and Bachelor’s degree in International Economics from Chulalongkorn University in Bangkok, Thailand. Thipphaphone is Lao national.
KAYING Yang

KaYing joined IFC in November, 2007 as a STC and became a fixed term staff in February, 2009. Prior to joining IFC, she was the Cultural Orientation Officer for two years with the International Organization for Migration (IOM) in Bangkok, Thailand. KaYing has been a community organizer for more than ten years to improve the lives of people who live in racially and economically marginalized communities in the United States. Before moving to Southeast Asia in 2004, she was the executive director of the Southeast Asia Resource Action Center (SEARAC), a national nonprofit advocacy organization promoting immigrant, refugee and broader civil rights policies, in Washington, D.C. KaYing holds a BA in Sociology from the University of Colorado at Boulder. She is a United States national born in Laos.
VIENGSAM Soinxay
Program Assistant
Viengsam joined IFC in August 2005 after working for more than four years as an Administrative Assistant with an Asian Development Bank Project and the United Nations Development Program in Lao PDR. In 2000, Viengsam completed an Advanced Diploma in Asia Pacific Marketing from St. George TAFE College in Sydney, Australia. In 2008, she completed a Bachelor's degree in Business Administration at Lao American College in Lao PDR. Viengsam is a Lao National.
VONGLATDA Omany
Team Assistant
Vonglatda joined IFC in January 2009. Before joining the Bank, Vonglatda was a Senior Research Assistant for the Small Scale Agro-enterprise Development Project for the Upland of Laos PDR at the International Center for Tropical Agriculture (CIAT). She holds a Master of Economics in the International Development Program from the International University of Japan (IUJ). Vonglatda is a Lao national.
