IFC Advisory Services in Latin America and the Caribbean comprises a group of professionals with experience in a number of areas, including international development, private enterprise and public policy. Each Pillar is led by a Pillar Manager and is supported by a group of Project Operations Officers (POFs), who are in charge of designing and supervising projects, and Business Development Analysts (BDAs), who are in charge of project documentation and research.

Management Team



Luke Haggarty, General Manager
Luke Haggarty started his work with IFC as Program Manager of the Business Enabling Environment business line in Latin America and the Caribbean. Before joining IFC, Mr. Haggarty worked for twelve years at the World Bank. Throughout his professional career, Mr. Haggarty has accrued a great deal of experience in the areas of investment climate, regulatory institutions, political economy and public enterprise reform, and has extensive knowledge of the performance of private enterprises in the context of developing economies. He holds a Masters of Science in International Development and Appropriate Technology from the University of Pennsylvania and has published numerous studies on public enterprise reform, privatization, regulation of infrastructure and private sector development in developing economies.


Greta Bull, Business Line Manager – Access to Finance business line (A2F)
Greta Bull is a development professional with 15 years of experience working in developing and transitional markets on economic reform, private sector development and access to finance. Before joining the IFC Advisory Services in Latin America and the Caribbean in June 2006, Greta worked for five years with Bannock Consulting in London UK where she held the position of Director of the Finance, Banking and Enterprise division. From that position, she has managed the company's MSME lending and leasing programs in Eastern Europe and worked on several EBRD SME finance projects. A graduate of the Kennedy School of Government at Harvard, she began her career in Ukraine, where she worked for Harvard University, the World Bank and the Eurasia Foundation. She has experience in the former Soviet Union, Asia and Africa.


Alvaro Quijandría, Business Line Manager - Business Enabling Environment business line (BEE)
Alvaro Quijandría holds a BA in Economics from Universidad del Pacifico (Lima, Peru) and a Master of Science in Agricultural Economics from North Carolina State University. He has extensive experience in project appraisal and implementation, and has been partner in APOYO Consultoría S.A.C., one of the largest economic and business consulting firms in Peru and the Andean Region. He has managed teams and alliances for consulting projects in Peru, Ecuador, Bolivia, Colombia, Chile, Venezuela, Brazil, Paraguay, Guatemala, Guyana, USA, Tanzania, Zambia, Senegal, Uganda, Republic of Georgia, Armenia, and Azerbaijan. As a partner and leader of the Competition and Regulation Practice at APOYO Consultoria, he developed projects on the provision of public services; regulated industries and markets; and competitiveness and trade policy. He was also involved in the monitoring of development programs, policies, and impact evaluation. Alvaro has also been member of the board of Banco de la Microempresa-Mibanco (Peru), Bancosol (Bolivia), and Forjadores de Negocios (Mexico), leading microfinance institutions in the region.


Juan Gonzalo Flores, Business Line Manager - Corporate Advice business line (CA)
Juan Gonzalo Flores has over 27 years of work experience with various financial institutions in Latin America. Prior to joining IFC Advisory Services in Latin America and the Caribbean in 2004, he spent 13 years at the Andean Development Corporation (CAF) promoting private sector development. He was the principal actor in the successful recovery of stressed loans granted by CAF to domestic banks during financial crisis in Venezuela and Ecuador. He also worked closely with a wide variety of financial institutions and mechanisms including investment funds, microfinance institutions, and mortgage asset securitization. Also, Juan Gonzalo has served as the General Director of International Aid Programs at the Ministry of Economic Development in Bolivia. He holds a BA in Economics and a MA in International Finance from the University of Glasgow, Scotland. He also has post graduate studies in Commercial Policy, from the World Trade Organization in Geneva, Switzerland.


Javier Aguilar, Business Line Manager – Enhancing Local Benefits Business Line (ELB)
Javier Aguilar joined IFC Advisory Services in Latin America and the Caribbean in March 2005 as the Manager for Enhancing Local Benefits (ELB) business line. Javier is a specialist in Local Finance and Development with 15 years of experience in the private and public sectors. Javier’s career as an international consultant began in KPMG where he managed the Advisory Services Unit focused on technical assistance for local/regional economic development initiatives and microfinance enterprises. Javier has also served as Vice Minister for Social Investment and Vice Minister for Education in the Bolivian Ministry of Human Development. In addition, he was a founding partner of SAXgr, a company set up to contribute to promoting local/regional economies in developing countries. Javier holds degrees from the Institute of Social Studies in The Hague (Master’s in Local and Regional Development), the Economic Commission for Latin America and the Caribbean in Santiago, Chile (Advanced Studies Certificate in Economic Analysis), the Universidad de los Andes in Bogota (Certificate in Project Planning and Evaluation), and the Universidad Autónoma Metropolitana in Mexico City (Bachelor´s in Economics).


Richard Cabello, Business Line Manager - Infrastructure Advisory Business Line (INF)
Richard Cabello joined IFC in 2007 and is leading Infrastructure Advisory in Latin America. Previously, Richard worked for the World Bank Institute, delivering seminars on PPPs in Brazil, Honduras and Tanzania and was also a consultant for the World Bank and IADB, supporting the creation of the PPP unit in Indonesia and PPP projects in Guyana. Richard was Director of Investment Banking for Fleming Latin Pacific, Robert Fleming & Co’s subsidiary for the Andean region, leading infrastructure projects with private sector participation in Peru, Colombia, Ecuador, Honduras and Dominican Republic. Between 1992 and 1995, Richard was General Director of the Commission for the Promotion of Private Investment in Peru, government agency in charge of 67 privatization projects which mobilized US$ 9 billion in fiscal revenues and investment commitments.
