July 2006: EcoMetrix to Revise Cumulative Impact Study of Pulp Mills

Washington DC, July 21, 2006 – An independent Canadian environmental consulting firm, EcoMetrix, has been selected by the International Finance Corporation (IFC) to revise the December 2005 draft Cumulative Impact Study (CIS) for two pulp mill projects in Uruguay. The revision of the CIS represents the final phase of IFC's environmental due diligence process to evaluate financing for the projects.

The revision process will include undertaking further analysis based on additional and updated information. The revised CIS will also specifically address the findings and recommendations of the independent expert panel whose report, which took into account all stakeholder feedback and previous environmental documentation, was made public in April 2006.

Upon completion of the work by EcoMetrix, the independent expert panel will review the revised CIS and indicate whether it addresses the findings of their April report. The final CIS is expected to be completed by the end of September 2006.

The International Finance Corporation (IFC), a member of the World Bank Group that promotes sustainable development of the private sector in emerging markets, is evaluating whether to provide financing to the proposed Orion and CMB pulp mill plants in Uruguay; in addition, the Multilateral Investment Guarantee Agency (MIGA), also an arm of the World Bank Group, is evaluating whether to provide political risk insurance to the Orion project.

IFC and MIGA will base their decision on whether to seek approval for the financing and the guarantee for the projects on the findings of the CIS which must clearly demonstrate that each mill will be compliant with IFC and MIGA’s respective environmental and social policies. The final CIS will be disclosed to the public as soon as it is available and prior to any consideration of the projects by the Boards of Directors of IFC and MIGA.
