Reviewing and improving legislation is at the heart of accomplishing business environment reform. How exactly do governments approach such a broad task was the topic of this conference workshop, in which regulatory reform experts shared experiences from the national-level regulatory review in three countries, Croatia, Italy and Moldova. The discussion showed the importance of securing the support of high-level leadership for reform, understanding and securing the institutional mechanisms necessary to make the project successful, establishing criteria and scope of regulatory review, and identifying and involving the business community and other experts and stakeholders, in addition to ensuring collaboration from the ministries. Another critical area to take into consideration is the interplay between the sub-national and national regulation in terms of obstacles to the business environment, in order to understand where to target reform efforts.
