Primary Metals Energy Efficiency Program


The Primary Metals Energy Efficiency Lending Program is a three-year US$150 million program to promote energy efficiency investments with prospective energy intensive clients in the primary metals sector (steel, aluminum, etc.). The Program will be supported by up to US$1.35 million of Technical Assistance, which will be funded by donors and IFC. The program aims to promote a proactive, structured and systematic effort built around a packaged IFC offering which supports the clients' interest in improving their competitiveness. This includes innovative pricing, a repayment structure to match project cash flows, as well as TA where needed, to encourage energy efficiency investments that strengthens the borrower. The initiative would differentiate IFC's offering in the market, increasing primary metals lending volume and improving quality while promoting sustainable energy, one of IFC's priority areas.

The TA can be used on a case by case basis in any of three forms:
  1. to encourage the client to identify cost-effective energy efficiency investment opportunities;
  2. to develop project design where the client has already identified potential opportunities;
  3. to ensure IFC's understanding of the project's risk.
All use of TA resources will be subject to IFC's policy regarding appropriate cost-share and avoidance of inappropriate subsidy.
