China Utility-Based Energy Efficiency Finance Program (CHUEE)


In China, IFC has started to implement an innovative program called China Utility-Based Energy Efficiency Finance Program (CHUEE). For the first time, IFC brought together commercial banks, utility companies, energy efficient (EE) equipment suppliers, and energy management companies (EMCs) to create a new financing model. IFC provides a loss sharing facility to the commercial banks on loans offered by the latter to end-users to implement EE projects or to purchase EE equipment. Utility companies, EMCs and EE suppliers will act as the commercial banks' main marketing partners who will recommend projects to the banks' loan officers. The result will be the removal of financial barriers to the implementation of many EE projects and the creation of an EE financing model that benefits all major players in the EE sector.

The IFC's loss sharing facility has been used to help local banking partners overcome perceived market risk barriers, while extensive technical assistance is delivered by the CHUEE team to help local banking partners overcome technical barriers. Since its launch in June 2006, CHUEE has successfully showcased that energy efficiency financing is not only good for the environment but also for the improvement of the bank's bottom-line. The program has already mobilized local banking partners to finance a total of 11 projects with a total loan amount of $17 million, resulting in the reduction of emission of more than 2 million tons of greenhouse gases.

The program currently has 2 banking partners — Industrial Bank and Bank of Beijing — adding at least one more in FY 2008, and offers banking partners risk sharing facilities that will support a total of more than $500 million EE financing.
