Brief

Norman LaRocque is Policy Advisor with the New Zealand Business Roundtable and the Education Forum, based in Wellington New Zealand. He also works as a consultant on education policy issues and has undertaken projects for a range of organisations, including the World Bank, the International Finance Corporation, the Government of Mongolia, DfID and the Asian Development Bank. Since 1999, he has undertaken studies in several countries, including Morocco, Mongolia, the Philippines, Ethiopia, Indonesia, Bangladesh, Saudi Arabia, Oman, China, Ghana and a number of other West African countries.

Recent publications include A New Deal: Making Education Work for All New Zealanders, Who Should Pay: Tuition Fees and Tertiary Education Financing in New Zealand, The Promise of E Learning in Africa: The Potential for Public-Private Partnerships (with Michael Latham) and Private Education in the Philippines: A Market and Regulatory Survey. He has written a large number of articles for newspapers and other publications, including The Guardian, Fraser Forum and the IPA Review. He is a regular speaker and presenter at conferences.
