SME Banking Credit risk management systems, MIS and IT

The International Finance Corporation, the private sector arm of the World Bank Group, has been active in the Philippines for more than 40 years and established an office in Manila in 1977. To complement its growing investments, IFC is expanding its advisory services to include public-private partnerships and private sector development. IFC, with support from the Governments of Australia and Canada, established a multilateral program to support the development of small and medium enterprises.
To further its Advisory Services work with one of its partner banks, IFC is currently seeking expertise on SME Banking Credit risk management systems, MIS and IT:

Scope of the Job

This consultancy work can be split into two assignments, or be done under one project, depending on the skills available. Deliverables will include a report covering the following:

Credit Risk Management and MIS Advisory work
  • Understanding pertinent local regulatory and legislative framework in structuring risk management and MIS systems
  • Assess effectiveness of the bank’s credit underwriting practices, i.e. autonomy, approval matrix, portfolio monitoring and bad debt management
  • Assessment on the accuracy of the Credit Scoring methodology of the bank and how it fits into the whole IT structure
  • Analysis on the use and approach of MIS in the bank
  • Analyze comprehensiveness of Data mining and Client segmentation processes

Information Technology Systems Advisory Work
  • Analyze IT architecture of the bank
  • Review of overall IT systems operations
  • Assess IT Security Manual provisions for access control, firewall, internet banking risks, etc.
  • Assess IT capability on data storage/retrieval and quality of generated reports
  • Assess System Interface and Data Processing capabilities; i.e. connectivity and real time processing
  • Assess potential for systems merging with commercial alternatives
Qualifications and Position Requirements

The consultancy team should include (some of the specializations below can be covered by one and the same person):
  • One full-time Advisor, expert in Credit Risk Management and bank organizational management
  • Should have at least 10 years banking experience, including 5 years in SME banking, with a good reputation and strong track record;
  • An international Credit Scoring expert
  • Should have at least 5 years experience in designing credit scoring models/system for SME banking, with a good reputation and strong track record;
  • One international MIS expert(s), specialized in bank MIS architecture;
  • Should have at least 5 years experience in designing MIS reports and development of MIS architecture in SME banking, with a good reputation and strong track record;
  • One banking IT banking expert
  • Should have at least 5 years experience in reviewing and assessing different IT systems architecture of banks, with a good reputation and strong track record;
  • The consultancy team should have a proven, documented successes in SME banking projects;
  • Experience in East Asia, ideally in the Philippines, is highly desirable.

As part of its advisory services, IFC with support from the Governments of Australia and Canada, established a multilateral program to support the development of small and medium enterprises.

To further its Advisory Services work, IFC is currently seeking a Consultant on SME Banking

Scope of the Job

This consultancy will result in the production of a report that will include the following:

Market Sizing and Understanding:
- Assessment of the reachable small business and medium-sized business markets;

Defining and Pricing Needed Capacity Building Advisory Services
- Provide a deeper analysis of the gaps in a bank’s current microfinance and SME lending methodologies and capacity;
- Proposed changes to a bank’s SME strategy,
- Details of all the consultancy assignments that are estimated to be required to achieve efficient, safe and profitable SME banking,

Cost and Revenue Projections
- A detailed assessment of the volume of extra revenues and profits that can be expected from SME banking,
- A detailed description of all the costs involved in implementing the SME banking strategy

Provide a Baseline for Understanding the Impact of SME Banking
- Obtain baseline figures for all output and impact parameters
- Future targets for all listed indicators, per period.

Qualifications and Position Requirements

The consultant chosen should be:

• A highly experienced, internationally recognized banker with SME banking experience as Project Manager:
• Should have at least 10 years’ banking experience, including min. 5 years of SME banking, with a good reputation and strong track record;
• Proven, documented successes in SME banking projects;
• Experience in East Asia, ideally in the Philippines, is highly desirable.
