IFC PEP-China signed a cooperation agreement with the Norwegian Agency for Development Cooperation (Norad) on January 30, 2008. Under the agreement, Norad will provide an initial grant fund of USD 3 million to support the CHUEE program management office (PMO) in its delivery of advisory services to Chinese commercial banks, marketing partners and developers of energy efficiency and emission reduction projects in the industrial, commercial and residential sectors in China. The agreement was signed by Mr. Mario Fischel, General Manager of IFC PEP-China and the Norwegian Ambassador to China, Mr. Svein Ole Sæther.

In his visit to China, the Norwegian Foreign Minister, Mr. Jonas Gahr Støre attended the ceremony and witnessed the signing. In his speech, Mr. Støre indicated clear recognition of the catalytical role that the CHUEE program has played in China in mobilizing local financial institutions to energy efficiency and emission reduction projects.
