Mr. Scott C. Vicary Scott C. Vicary is an Investment Officer with GEF. He has been working in Central and Eastern Europe for 11 years and has been spearheading GEF’s efforts to develop deals in the region. Prior to joining GEF, Mr. Vicary worked for Electrotek Concepts Inc., a power engineering development firm, where he concluded a range of power and energy efficiency deals in Bulgaria, Romania, and Hungary. He managed a contract that established a U.S.-backed guarantees program for commercial bank lending in Bulgaria and served as the Chief Financial Officer and member of the board for an energy service company in Hungary that he helped found as a subsidiary of Electrotek. Mr. Vicary worked from 1992-1996 at the World Bank as a Financial Analyst with the Energy and Infrastructure Division for the Former Soviet Union where he carried out analysis on more than US$200 million of East European project loans. Prior to the World Bank, he worked as an East European Equity Analyst for James Capel, a U.K. broker and investment bank that is now part of the HSBC group. His work at James Capel included financial analysis on some of the first privatization deals in Hungary. Mr. Vicary is a Chartered Financial Analyst and speaks fluent Russian. He received his Masters Degree (M.Phil) in Soviet and East European Economics from Oxford University. He holds a BA, summa cum laude, in Russian and Soviet Studies from the University of Pennsylvania. |
