In Cambodia, IFC Advisory Services are delivered in partnership with the European Union, Finland, Ireland, the Netherlands, New Zealand, and Switzerland. The Program: In partnership with the EC and other donors IFC is working to enhance the development of SMEs in the agro processing industry in Cambodia on the basis of a value chain approach for selected agro – industry sectors, in order to achieve economic development and poverty reduction in the rural areas of Cambodia. The Agri-Business Supply Chain Development Project is currently active in the cashew, rice and fruits and vegetables sectors. II/ THE POSITION The position will be based in Phnom Penh, Cambodia with a two year contract, extendable based on continuing business need and strong performance.

Duties and Accountabilities:

Project/Task Implementation: Develop and implement technical assistance initiatives in the agri-business sector in Cambodia including:
  • Support the implementation of current and planned agri-business interventions, both in the rice and the cashew industry, and ongoing cross-sectoral interventions
  • Identify constraints in the selected sectors - both at firm/industry level, but also in the business environment - and work with colleagues in the Agri-Business Supply Chain Development Project and in other programs as necessary to design and implement project interventions to address those constraints
  • Take the lead in developing and establishing new and innovative initiatives in the agri-business sector, especially for the Cambodian fruit and vegetables sector
  • Ensure that the project interventions are consistent with international good practice
  • Prepare various documents required for obtaining project approvals within IFC and the Memoranda of Understanding to be signed with the partners
  • Design Terms of References for consultant (s) where required, and manage the selection process and supervise the implementation of the services provided
  • With input from IFC Mekong s Monitoring and Evaluation (M&E) team, design and collect suitable M&E data, including baseline surveys
  • Identify and implement post-completion assistance as needed from time to time
  • Assist the management when required in the preparation of reports and presentation for donors and other stakeholders 2. Project Management:
  • Ensure all project activities are implemented in compliance with IFC procedures and policies
  • Ensure efficient flow of information within the project team and across the regional team
  • Manage consultants to ensure that assigned tasks are met and contributing to the development of the project 3. Client Relationship Management:
  • Build strong relationships with project partners, such as sector associations and business service providers, government agencies, stakeholders from IFC and other parts of the World Bank Group 4. Technical Specialization:
  • Work on the promotion of Agricultural Standards (such as GAP) and Agro Processing Standards (such GHP/GMP and HACCP) and provide support to associations, such as the Cambodian Organic Agriculture Association (COrAA)
  • Build and leverage expertise in local market/sector and apply it to enhance project implementation
  • Attend technical training and share acquired knowledge where appropriate 5. Business Development:
  • During project execution, identify opportunities for new agri-business projects, and/or potential linkages to other IFC business lines or products. Also, provide logistical and/or technical support for new project scoping when required Reporting: The Associate/Operations Officer will report to the Project Manager, Agri-Business Supply Chain Development who will coordinate the assignment with relevant managers.
  • Selection Criteria:

  • An advanced degree in business, economics, public policy or a related field is required. Expertise in SME business environment/policy development would be an advantage
  • At least five years of relevant working experience in private sector development in the Mekong region is required. Agri-business experience, especially in the fruit and vegetables sector and in standards promotion, would be an advantage
  • Excellent research and analytical skills, as demonstrated through a track record of qualitative and quantitative research
  • Demonstrated capacity to network and work with a wide range of stakeholders, including businesses, international organizations, business support institutions, including business associations and training entities, and government
  • Strong interpersonal skills and good communication/presentation skills
  • Proven project management skills, including management of consultants/consulting firms
