Background / General description:

In Vietnam, IFC Advisory Services are delivered in partnership with Finland, Ireland, the Netherlands, New Zealand, and Switzerland. The Program: The Environmental & Social Sustainability (ESS) program helps increase enterprise competitiveness through improvements in labor standards, working conditions, dispute resolution, and environmental regulations compliance. IFC has collaborated with ILO in developing the Better Work Global Program to improve competitiveness mainly in developing countries through labor standards in global supply chains. Better Work focuses on scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers. It combines independent enterprise assessments with enterprise advisory and training services to support workplace improvements. Better Work is a voluntary, industry-based scheme designed to work at the enterprise level. Accordingly, IFC and ILO are now collaborating to establish a Better Work project in Vietnam (BWV) which also includes developing and piloting the training products for the Better Work Global Program. The entry point will be the apparel industry in the Ho Chi Minh City and nearby region. Better Work Vietnam will offer services to 700 factories with approximately 700,000 workers in five years of operation II/ THE POSITION The Associate/Operations Officer will be primarily responsible for implementing IFC s Advisory Services to BWV and ensuring that IFC s value add to the project is clear and will lead to benefits for the stakeholders. In addition, the Officer is expected to contribute to the implementation and further development of IFC s Environmental and Social Sustainability Program. The position will be based in Ho Chi Minh City, Vietnam with a two year contract, extendable based on continuing business need and strong performance.

Duties and Accountabilities:

1. Project/Task Implementation:
  • Prepare and manage work plans and corresponding budgets
  • Identify, recruit, and participate in the selection of short-term project consultants, including technical experts
  • Prepare TORs/Job Descriptions for project consultants
  • Manage consultants to ensure that assigned tasks are met and appropriate to the development of the project
  • Coordinate with Global Better Work on the standardization and localization of the global training tools and development of the BWV training program
  • Identify suitable indicators of success for monitoring and evaluation purposes
  • Supervise and monitor the project on an on-going basis and facilitate evaluation of their impact
  • Document activities and prepare reports and presentations for management and donors
  • Facilitate the organization of events, seminars, training sessions, etc. that may be required in carrying out the project 2. Project Management:
  • Ensure all project activities are done in compliance with IFC procedures and policies
  • Ensure efficient flow of information within IFC Advisory Services team and between the BWV and Global Better Work
  • Ensure that IFC s value add to BWV will lead to benefits to project stakeholders and as such is communicated to project partners 3. Client Relationship Management:
  • Provide advice to BWV key management and ILO team related to the implementation of BWV; develop BWV to be an independent sustainable institution and improve the relationship between the local garment industry and the international buyers group through stakeholder engagement
  • Manage external consultant/expert work that provides specific consultancy services to BWV
  • Lead the process of presenting and discussing experts recommendations with relevant key stakeholder groups. 4. Technical Specialization:
  • Build and leverage expertise in local market/sector and apply to enhance project implementation
  • Attend technical training and share acquired knowledge where appropriate 5. Business Development:
  • During project execution, identify opportunities for new ESS projects and/or potential linkages to other Business line products Reporting: The Associate/Operations Officer will report to the Program Manager for Corporate Advice and Sustainability, who will coordinate the assignment with relevant managers.
  • Selection Criteria:

  • Advanced degree in economics, business, or a related field is required
  • At least five years of relevant working experience, either in the private sector or in developing and managing technical assistance, advisory services, business projects or consultancy programs
  • Expertise in project formulation, administration and evaluation techniques, training product development and ability to mobilize resources
  • Experience in the garment sector or manufacturing sector in Vietnam or the Mekong region.
  • Demonstrated ability to manage numerous stakeholder relationships and build upon them to deliver targeted project results
  • High level communications skills (both oral and written in English and Vietnamese) including capacity to represent IFC, work with the media, and operate in a multi-cultural environment No papermail or faxes please. Only shortlisted candidates will be contacted.
