In Cambodia, IFC Advisory Services are delivered in partnership with the European Union, Finland, Ireland, the Netherlands, New Zealand, and Switzerland.
The Program:
The Access to Finance Program has two pillars: working with individual financial institutions to extend their services, and outreach and developing financial systems infrastructure.
In Cambodia, IFC cooperates with the Ministry of Economics and Finance, the National Bank, and the Cambodian Microfinance Association on the development of the microfinance industry in order to build financial systems that enable the introduction of more products and the extension of outreach. IFC also supports the National Bank of Cambodia and the financial services industry in the development of a comprehensive credit information sharing system.
Our new initiatives focus on advisory services to individual financial institutions (banking and non-banking). IFC is planning to work with microfinance institutions to improve their risk management system, their ability to introduce new products (such as deposits and micro insurance services), and capacity to utilize modern technology (such as mobile phones) to extend outreach.
II/ THE POSITION
The Associate/Operations Officer will be primarily responsible for the implementation of projects in the Program in Cambodia. In addition, the Associate/Operations Officer is also expected to contribute to the development of the Program by actively identifying new opportunities for IFC, providing input to IFC s strategy for the Cambodian financial market, and building relationships with industry stakeholders.
The position will be based in Phnom Penh, Cambodia with a two year contract, extendable based on continuing business need and strong performance. | Duties and Accountabilities: | | Project/Task Implementation:
Market the services of IFC through networking and systematic promotion of the Access to Finance Program to sectors such as tourism, agro-industry, and textile
Develop and establish new initiatives in the financial sector, focusing on microfinance and micro insurance.
Identify issues and opportunities for reform in the regulatory environment, and design and implement reforms in cooperation with other IFC staff (mainly BEE and Supply Chain) and policymakers or donors. In particular:
Help identify and design advisory services for non-banking financial institutions, particularly MFIs
Work with counterparts and partner financial institutions to design efficient methods that address small and medium enterprise needs
Prepare necessary internal project review documents, and negotiate/conclude advisory services agreements
Where advisory services are provided, source consultant(s), monitor and supervise service implementation, and collect fees from partners in line with cost sharing agreements
Screen requests for assistance from partner institutions that provide financial industry services (e.g. MFIs, commercial banks, associations, regulatory bodies), and assist counterparts in identifying assistance needs
Perform general project administration work
Identify and implement post-completion assistance, as needed
Assist management in the preparation of publications, reports and presentations, as needed
Work closely with the investment team to identify and implement investment projects alongside advisory projects
2. Project Management:
Ensure all project activities are implemented in compliance with IFC procedures and policies
Ensure efficient flow of information within the project team and across the regional Program team
Manage consultants to ensure that assigned tasks are met and appropriate to the development of the project
3. Client Relationship Management
Pro-actively manage advisory services to MFIs, banks, and government clients through stakeholder engagement
Managing external consultant/expert work that provides specific consultancy services to clients
Lead the process of presenting and discussing experts recommendations with relevant key stakeholder groups
4. Technical Specialization
Build and leverage expertise in local market/sector and apply it to enhance project implementation
Attend technical trainings and share acquired knowledge where appropriate
5. Business Development
During project execution where possible identify opportunities for new projects or potential linkages to other Business lines products
Reporting:
The Associate/Operations Officer will report to the Program Manager for Access to Finance, who will coordinate the assignment with relevant managers. | Selection Criteria: | | Master degree is required, preferably in business administration or finance
A minimum of five years of work experience in Cambodia with a microfinance institution or bank
Proven project management and leadership skills, and ability to manage consultants to deliver high quality results
Ability to review and evaluate projects and business operations on technical, commercial, managerial, and financial grounds
Excellent analytical skills, as demonstrated through a track record of qualitative and quantitative research
Strong interpersonal skills and demonstrated capacity to network
Good understanding of microfinance
Knowledge or experience in agri-business is preferred
Imagination, creativity, and drive as a self-starter
Fluency in English and Khmer (written and oral)
