The Associate/ Operations Officer will work primarily with client banks and financial institutions to introduce innovative products, including energy efficiency and cleaner production financing. The position will be based in Ho Chi Minh City, Vietnam with a two year contract, extendable based on continuing business need and strong performance.
In Vietnam, IFC Advisory Services are delivered in partnership with Finland, Ireland, the Netherlands, New Zealand, and Switzerland.
The Program:
The Access to Finance program has two pillars, working with individual financial institutions to extend their services and outreach and developing financial systems infrastructure.
The Access to Finance program in Vietnam is currently providing assistance to:
Individual banks to increase access to finance
The Bank Training Center, an independent provider of training and consulting to banks
The State Bank of Vietnam to set up a private credit bureau
The Ministry of Justice and the State Bank of Vietnam to set up a registry for immovable assets
Future initiatives are expected to include support in developing the financial systems infrastructure required to allow the financial sector to grow profitably, with particular focus on capital market development. In addition to working directly with financial institutions, interventions are expected to include improving the regulatory framework. | Duties and Accountabilities: | | 1. Project/Task Implementation:
Monitor trends and developments in the financial sector in Vietnam and contribute to regular sector review updates
Market the services of IFC Advisory Mekong through networking and systematic promotion to banks and other financial institutions (FIs)
Develop and implement initiatives with individual FIs, which may include SME Banking, Risk Management, Internal Control, M-banking, Credit Scoring, and Corporate Governance
Document activities and prepare reports and presentations for management and donors
For duties specifically related to Energy Efficiency Advisory, the Officer will:
Collect and analyze financial data and other information from independent sources on proposed borrowers and end-users of proposed projects
Work with FI teams and technical service providers on business development with bank clients
Monitor program sub-projects within portfolios and liaising with Financial Markets portfolio team to understand the performance of guaranteed transactions or credit line facilities
Develop new financial products and/or new project structures based on the needs of the market and financial institutions
Arrange evaluations as required for data collection and reporting purposes
Present the project in seminars and conferences (e.g., banks, industry fairs, thematic seminars)
2. Project/People Management:
Ensure all project activities are implemented in compliance with IFC procedures and policies
Ensure efficient flow of information within the project team and across the regional Program team
Manage consultants to ensure that assigned tasks are met and contributing to the development of the project
3. Client Relationship Management:
Build and maintain relationships with participating FIs, especially senior management and board members of client banks
Build and maintain relationships with project developers/technical service providers
Manage external consultant/expert work providing specific consultancy services to clients
Receive and convey client needs/feedback, analyze complex issues and propose innovative solutions to Access to Finance Program Managers, and respond timely to client requests
4. Technical Specialization:
Master IFC s CHECK toolkit, Risk Assessment Framework (RAF), and Consumer/Retail Toolkits
Build and leverage expertise in local market/sector and apply it to enhance project implementation
Attend technical trainings and share acquired knowledge where appropriate
5. Business Development:
During project execution, identify opportunities for new projects, or potential linkages to other Business lines products
Work closely with Investment colleagues to develop additional bank clients and/or pipeline
Reporting:
The Associate/Operations Officer will report to the Program Manager for Access to Finance, who will coordinate the assignment with relevant managers. | Selection Criteria: | | Masters degree in finance, accounting, or business administration
Minimum five years relevant experience in banking and/or financial institutions (international bank/financial institutions greatly preferred)
Minimum three years hands-on experience conducting risk analysis and financial modeling
Proven track record in project management, with ability to manage consultants to deliver high quality results
Strong leadership; ability to take initiative and work independently
Strong analytical and organization skills
Sound knowledge of accounting and financial statement analysis, familiarity with a variety of relevant software applications
Work experience in the region (either Mekong and/or South East Asia) is greatly preferred
Results-oriented approach with demonstrated history of accomplishments
Ability to communicate clearly and concisely for expert and non-expert audiences
Highly motivated, energetic, team player
Fluency in English and Vietnamese (written and oral)
