Background / General description:

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people s lives. In addition to its investment work, IFC, through its Advisory Services, executes donor-funded programs to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment. Job Responsibilities: The selected candidate will support the Mongolia Corporate Governance Project. This project is aimed at improving the investment environment in Mongolia by providing advisory services assistance to companies, educational institutions and the government. Though the facilitation and organization of workshops and seminars, and the procurement of consultants, the selected candidate will work to advance the regulatory framework for corporate governance in Mongolia, increase public awareness and access to information about corporate governance and support the development of educational institutions seeking to improve corporate governance standards and awareness in Mongolia. Moreover, the selected candidate will assist the Project Task Team Leader with hands-on work with clients (companies, including banks) seeking to improve their corporate governance standards. Approximately 20% of the selected candidate s time will be spent supporting the IC Inspections reform project. This work is specifically related to legal review, analysis and research. The selected candidate will be supervised by the regional Corporate Governance Program Manager (based in Beijing) and co-supervised by the IFC Head of Office – Mongolia.

Duties and Accountabilities:

  • Develop and support implementation of the Mongolia Corporate Governance project. This includes project budgeting and budgeting management.
  • Develop strong and effective relationships with project clients and key stakeholder to the project. This will include general representation responsibility.
  • Ensure adherence to IFC pricing policy for conceptualized and on-going projects.
  • Facilitate research to determine the depth and scope of the issue related to the application of corporate governance good practice using focus groups and will undertake a thorough legal review of relevant legislation.
  • Facilitate seminars/workshops related to corporate governance and provide direct consultations to local companies on corporate governance.
  • Organize project activities including TOT training, corporate governance assessments, direct consulting, developing publications and Web-sites, and building partnerships.
  • Prepare, monitor and report on Project Monitoring and Evaluation (M&E) matrixes as core project activities.
  • Draft internal supervision reports and updates and other donor reports as required
  • Organize outreach and communications functions related to the reform including with Government, business, general public and the media.
  • Organize visits/missions and support / participate in them.
  • Develop and manage company client contacts.
  • Manage relations w/ other investment & consulting partners.
  • Assist the project management in any other duties that may be required.
  • Travel as necessary
  • Selection Criteria:

  • Masters degree in Mongolian Law.
  • 5-7 years practical work experience in areas related to private sector development or reform.
  • Minimum 2-3 years work experience in management role.
  • Knowledge of Mongolian company law, corporate governance, Mongolian private sector issues and donor programs.
  • Experience working with or consulting to companies would be an asset.
  • Good leader and team coordinator.
  • Effective in delegation, decision-making and staff motivation.
  • Native Mongolian and excellent English, both written and oral. Knowledge of Russian highly desirable.
  • Excellent computer skills.
  • The person should possess good social skills, be well-organized, optimistic, energetic, confident and aware of own strengths/weaknesses.
