Background / General description:

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people s lives. In addition to its investment work, IFC, through its Advisory Services, executes donor-funded programs to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment. Job Responsibilities: The selected candidate will lead project implementation activities on the Mongolia Business Inspections Reform Project. This project is aimed at improving the business enabling environment in Mongolia through reform of the regulations and practices associated with Business Inspections. The selected candidate will work with Government policy-makers and the State Specialized Inspection Agency (SSIA) to introduce reforms, provide training, etc. associated with business registration and licensing reform. The selected candidate will also conduct research (or manage researchers) to determine the depth and scope of the problems of business registration using focus groups as well help facilitate a legal review of relevant legislation. While the project is managed by the EAP Regional IC Program Manager based in Beijing, the selected candidate will have general and broad ranging representation responsibilities, with regard to this and potential other IFC IC projects, in Mongolia. The candidate s direct supervisor will be the EAP Regional IC Program Manager based in Beijing. The co-supervisor will be the IFC Head of Office – Mongolia.

Duties and Accountabilities:

  • Develop and implement the Inspection Reform project. This includes project budgeting and budgeting management.
  • Develop strong and effective relationships with project clients and key stakeholder to the project. This will include general representation responsibility.
  • Ensure adherence to IFC pricing policy for conceptualized and on-going projects.
  • Participate in project activities including focus group meetings, baseline studies, analytic work related to legislative reviews, inspections operations, etc.
  • Prepare, monitor and report on Project Monitoring and Evaluation (M&E) matrixes and reports as necessary for project management. Develop logic models for the Business Inspections Reform Project
  • Draft internal project supervision reports and updates and other donor reports as required
  • Organize outreach and communications functions related to the reform including with Government, business, general public and the media with respect to the project.
  • Organize visits/missions and support / participate in them.
  • Assist in other project management and coordination duties that may be required.
  • Travel as necessary
