The Project:
The five-year Ukraine Cleaner Production Program aims to stimulate investment in and uptake of Cleaner Production (CP) and technologies and management processes in Ukrainian companies. The program is part of the larger CP platform in Europe and Central Asia. CP approaches will help address the current low levels of resource efficiency in Ukraine, and reduce levels of environmental pollution and emissions of greenhouse gases, in line with IFC strategy and targets. At the same time, CP enhances economic competitiveness for Ukrainian agribusiness and industry, through the optimisation of material inputs and reduction of waste management costs.
Cleaner Production is the improvement of operational processes to make more efficient use of inputs such as raw materials, energy and water along a company s value chain. Effective cleaner production interventions not only help conserve resources and reduce waste, pollution and greegnhouse gas (GHG) emissions, but can also reduce operating costs. In transition economies cleaner production is frequently known as resource efficiency. Energy efficiency agenda is included in the broader cleaner production framework.
The Program objectives are:
Objective 1: Stimulate uptake for CP improvements and investment at the company level
Objective 2: Raise awareness of CP among agribusiness, industry and policy makers
Objective 3: Improve the regulatory environment for cleaner production
Agribusiness sector* will be the major focus of the Program. There is a specific opportunity to support waste-to-energy projects across several subsectors (grain, livestock, seeds, food processing etc) as well as generic resource efficiency improvements. Policy work will largely complement this focus. For example, the Program will monitor and report on the effectiveness of the implementation of the Green Tariff (a preferential tariff for renewable energy), which is essential for swift uptake of waste-to-energy projects in the agribusiness sector.
The Program will seek to create various incentives to foster uptake of investments in CP. IFC will advocate changes in CP related policies jointly with IBRD and other development agencies to help achieve a national-level impact and unlock markets for investments.
*Agribusiness sector in IFC definition covers the entire value chain and includes primary farming and husbandry, food processing and agribusiness related infrastructure, such as storage facilities, logistics terminals etc. | Duties and Accountabilities: | | Scope of work:
The Policy Advisor will be responsible for driving necessary research and analysis, design and advocacy of policies that will provide incentives for energy efficiency and cleaner production and supporting relevant government agencies active in implementation of those policies in Ukraine.
Responsibilities:
Analyze Ukrainian and international experience in stimulating cleaner production and other related issues, including relevant incentives for waste-to-energy investments;
Conduct research on technical and economically viable potential of EE/CP improvements, existing barriers, and capability of government agencies to implement required changes;
Design recommendations to government for improvement of policies related to energy efficiency and and cleaner production in Ukraine;
Develop relevant materials to support advocacy efforts and advocate IFC recommendations;
Develop and maintain direct relationships with government officials and key private sector stakeholders on issues related to the EE/CP policy issues;
Advise relevant agencies on implementation of energy efficiency policies;
Engage and direct external specialists for specific tasks, if needed;
Coordinate activities with the World Bank, EBRD and other international development institutions in area of energy efficiency/cleaner production policy;
Contribute to corporate knowledge base and share effective approaches with team members and other IFC units;
Perform other duties as required. | Selection Criteria: | | Advanced degree in business, economics, law or related field;
At least five years of work experience, preferably in the energy efficiency or environmental policy;
Results-oriented approach with demonstrated history of accomplishment;
Strong knowledge of administrative reform issues;
Strong analytical skills, ability to think strategically and rapidly analyze diverse information;
Self starter with strong managerial, organizational, and problem-solving skills;
Excellent presentation and facilitation skills;
Strong sense of diplomacy;
Fluency in Ukrainian, English and in Russian. |
