Background / General description:

IFC, a member of the World Bank Group, creates opportunity for people to escape poverty and improve their lives. We foster sustainable economic growth in developing countries by supporting private sector development, mobilizing private capital and providing advisory and risk mitigation services to businesses and governments. IFC is expanding its investment and advisory operations in the Pacific – covering Papua New Guinea, Timor-Leste, and the Pacific Islands. This position has dual responsibilities: (1) to lead IFC s Corporate Advice work in our eleven Pacific Island members and (2) to carry out the role of IFC Resident Representative in Solomon Islands. The Corporate Advice business line focuses on working with real sector companies (usually IFC investees) to improve their business, environmental and social performance. Though IFC s current investment portfolio in the Pacific Islands is small, we are committed to its growth, and this will mean a commensurate increase in opportunities to build our Corporate Advice program in the Pacific. We expect the following to be likely focus areas within the program: Linkages – connecting smaller firms to markets created by larger firms, “upstream” for suppliers, and “downstream” for distributors. This work also includes helping large firms support local economic development in their areas of operation, which can help them earn their local “license to operate . The initial focus is likely to be on extractive industries (in particular, mining). Labor and Social Capital – (1) helping companies develop appropriate CSR strategies for their specific business contexts and ensuring their integration into operational, governance and disclosure processes (2) demonstrating “double-bottom line” approaches to labor practices, workers health and human rights for the private sector , (3) demonstrating model local community development and investment strategies, stakeholder consultation and engagement, (4) encourage activities that foster the private sector s ability to leverage the strength and productivity of women entrepreneurs; and (5) development of community investment strategies. Eco-standards and Sustainable Supply Chains - helping companies attain product or service certification to demonstrate responsible management practice and ensure their access to market or entry to new markets, with a longer term goal of affecting market transformation within targeted sectors/commodities. SME Toolkit – a web-based platform for delivering key business tools and information to small firms, combining top best-of-breed materials acquired from global providers with local content provided by local partners. Business Edge – tailored management training courses and manuals applied to specific supply and distribution chain situations involving lead firms (usually IFC investment clients). Corporate Governance – assisting firms improve their Boards, accounting and controls, promoting greater openness and transparency. Transforming markets to give more prominence to good corporate governance, through public awareness-raising and policy/regulatory reform. The position is initially planned for the period through to the end of our current five year funding cycle on 31st December 2010. However, it is our intention to seek further donor funding for a new cycle. The position will report to the Regional Manager (Pacific) in Sydney, and the Regional Business Line Leader (Corporate Advice/Environmental & Social Sustainability) in Hong Kong. Extensive travel throughout the Pacific region is required.

Duties and Accountabilities:

1. Under the direction of the Regional Manager (Pacific) and the Regional Business Line Leader (Corporate Advice/ES&S), define strategy, build and manage a portfolio of Corporate Advice activities consistent with IFC s strategy for the Pacific Islands. 2. Lead the implementation of this strategy including designing programs, supervising their implementation and assessing results and impacts. 3. Identify, design, and manage high-impact advisory projects with IFC investee clients, by applying best practice; rigorous quality control; benchmarking and knowledge sharing with other IFC facilities and similar programs. 4. Ensure effective monitoring, evaluation and impact assessment of advisory services programs. 5. Work closely with other parts of the IFC, the World Bank and other development partners to ensure IFC s strategies and projects reflect global best-practice and are adequately coordinated. 6. Act as IFC s Resident Representative in Solomon Islands.

Selection Criteria:

  • Post-graduate qualifications (business, economics, international finance or related discipline).
  • Minimum of 8 years relevant experience associated with private sector operations with specific technical expertise in one of the focus areas outlined in the background section above and demonstrated capacity to become rapidly familiar with the others. Experience in the tourism, agribusiness, natural resources or infrastructure sectors will be viewed favourably.
  • Proven track record in designing and implementing advisory services and capacity building programs.
  • Initiative, enterprise and a willingness to recognise opportunities for the provision of IFC assistance in ways which will create favourable outcomes for recipient countries.
  • Strong analytical skills and experience in assessing technical and market issues of commercial investments and operations in developing countries (experience in Pacific Islands an advantage).
  • Ability to establish strong credibility with the senior management of clients.
  • Familiarity with legal/ regulatory issues relevant to private sector operations in emerging markets.
  • Strong client-orientation coupled with excellent problem-solving and consultant skills.
  • Experience of program and project level budgeting, including pricing of services to clients.
  • Strong interpersonal skills and excellent written and oral communication skills in English.
