The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people s lives by promoting private sector development through investment and advisory services. Within IFC, the Sustainability Business Line anchors the Corporation s advisory efforts towards environmental and social sustainability while also supporting teams in other departments and business lines in endeavors built around delivering environmental or social benefits. Efforts focus on market-based solutions that involve the private sector in addressing climate change, leveraging social capital and slowing down the loss of biodiversity. Across the Sustainability Business Line, responsibilities are split by location: Regional teams are in charge of project design and implementation while the Washington-based Sustainability Advisory Services Division in CES (CESAS) concentrates on support services (global strategy, quality assurance, knowledge management), results measurement and portfolio management, as well as on mobilizing and placing concessional finance.
The Business Line Secretariat is one of three groups within the Sustainability Advisory Services Division; the Secretariat is being newly established by bringing together strategy, results measurement, portfolio management and cross-thematic knowledge functions. The Secretariat s role will to provide the nexus between regional operations on the one hand and global directions and decisions on the other. The Secretariat will provide the analyses, structures and data needed by the Business Line s leadership to set directions and by the Business Line other groups and teams, both global and regional, to deliver on their tasks. | Duties and Accountabilities: | | Accountabilities
Directly reporting to the Global Business Line Leader, the Program Manager, Business Line Secretariat leads a small team of professionals to deliver on three areas of responsibility: (a) strategy and business process improvements; (b) portfolio management and results measurement; and (c) learning and knowledge management.
Strategy and Business Processes:
Support the Business Line Leadership in developing the long-term strategy for the Sustainability Business Line; support the Head of the Global Products Group and her staff in developing product specific strategies and initiatives; provide input, as needed, to Regional Business Line Leaders on regional strategies and initiatives. Support target setting in the context of strategy development for the Business Line at large, and ensure appropriate monitoring. Provide input in strategic questions relating to the business line s budget and human resource management strategies.
Support the Business Line Leadership on key decision making and management processes that affect the Business Line at large, including the handling of: (i) quarterly business line committee meetings; (ii) bi-annual business line leadership team meetings; and (iii) annual product reviews.
Lead continuous review and improvement efforts with regard to Business Line processes and protocols along all groups and teams. Establish appropriate structures & processes, and associated metrics to enable informed decisions and recommendations on actions related to existing projects and products in terms of growth, restructure and exit; act as division champion for business improvement projects (BPI), including liaison with the portfolio management unit and other units, with the objective of effectively incorporating business improvements within the division and business line.
Liaise with the Strategy Officer in the CES Director s office with regard to strategic initiatives that affect the department at large and/or go beyond the Sustainability Business Line.
Portfolio Management and Results Measurement:
Ensure the regular, timely and appropriate delivery of data and analyses on the portfolio of projects within the business line and of projects funded by the business line s funding sources (advisory and donor-funded investments); reports and analyses are to focus on portfolio profiles as well as on results, supporting key decision making processes as well as the relationships with relevant partners (e.g. GEF, SBI donors, Advisory VPU, Product Review Committee, ….). Systematically and regularly bring together management information on portfolio size and performance with decisions on funding allocations and strategic growth and replication targets. Support corporate and business-line wide initiatives towards quality improvements in the portfolio, including the bi-annual portfolio reviews.
Ensure results measurement frameworks exist, are broadly owned and understood, and are update in regular and transparent forms, reflecting business needs as well as cutting edge knowledge in the results measurement space. Ensure high-quality project reporting (including PCRs and PCRs) across all products, both in terms of document structure and accuracy of project grading. Provide support to all members of the Business Line s leadership group to this end.
Work to ensure and improve data quality by liaising with the Corporate Portfolio Management Unit (PMU) to Business Line insights contribute to corporate improvements, and by constantly reviewing, questioning and improving PMU generated reports, and addressing quality issues as and when identified;
Learning and Knowledge Management
Lead the CESAS engagement with the CES Knowledge and Communications group, specifically in order to ensure a division wide approach for effective knowledge management. Operate as CESSK s central counterpart for establishing KM related team and project objectives and for deploying a coherent approach to quality assurance in knowledge management.
Develop, together with CESSK, a business-line wide learning agenda, providing strategy insight into CESSK developed learning processes and guiding the different parts of the Business Line in uptake and deployment.
Other Responsibilities:
Lead the implementation of any special project or initiative related to the business line or its evolution. Such projects may include leading a review of donor strategy, supporting regional initiatives, representing the business line at training or other events etc.
In leading the Business Line Secretariat, the Program Manager will manage a small team of professionals with a background in strategy, results measurement and portfolio management. S/he will handle all HR related activities with regard to Secretariat staff (hiring, performance evaluation, mentoring, skills building etc) and leverage expertise of all team members to ensure successful outcomes including development impact | Selection Criteria: | | Selection Criteria:
Education
Master s degree in economics, business administration or equivalent professional qualification and a minimum of 10 years professional, relevant experience in private and development sector.
Business experience
Strong strategy, process redesign and analysis skills and track record in executing high profile and high quality initiatives and programs; Proven track record in managing change management and business process improvement initiatives;
Sound knowledge of principles and practice of project design and project management, portfolio management, results measurement, and work planning. Experience in managing design of multiple and complex projects; familiarity with knowledge management tools and processes a plus; if not available, then an interest and curiosity around the topic a must;
Good knowledge of key economic and business trends in the area of sustainable development, combined with an ability to research and present related developments and data in support of strategy development and choices.
Good general knowledge of IFC s advisory and investment interventions; in-depth familiarity with advisory interventions in at least one business line.
Ability to resolve difference across stakeholders for results and consider interests of multiple stakeholders in addition to clients; Excellent communication skills, in terms of clarity and ability to listen and respond to counterparts and be truly understood as well as understand others concerns and ideas; professional maturity and business judgment.
Ability to develop innovative solutions and challenge the status quo in order to build the business;
