The Project: The five-year Ukraine Cleaner Production Program aims to stimulate investment in and uptake of Cleaner Production (CP) and technologies and management processes in Ukrainian companies. The program is part of the larger CP platform in Europe and Central Asia. CP approaches will help address the current low levels of resource efficiency in Ukraine, and reduce levels of environmental pollution and emissions of greenhouse gases, in line with IFC strategy and targets. At the same time, CP enhances economic competitiveness for Ukrainian agribusiness and industry, through the optimisation of material inputs and reduction of waste management costs. Cleaner Production is the improvement of operational processes to make more efficient use of inputs such as raw materials, power and water along a company s value chain. Effective cleaner production interventions not only help conserve resources and reduce waste, pollution and greegnhouse gas (GHG) emissions, but can also reduce operating costs. In transition economies cleaner production is frequently known as resource efficiency. The Program objectives are: Objective 1: Stimulate uptake for CP improvements and investment at the company level Objective 2: Raise awareness of CP among agribusiness, industry and policy makers Objective 3: Improve the regulatory environment for cleaner production Advising companies in the agribusiness sector* will be the major focus of the Program. There is a specific opportunity to support waste-to-energy projects across several subsectors (grain, livestock, seeds, food processing etc) as well as generic resource efficiency improvements. Opportunities in other sectors include select resource intensive companies and will be pursued on as needed basis. *Agribusiness sector in IFC definition covers the entire value chain and includes primary farming and husbandry, food processing and agribusiness related infrastructure, such as storage facilities, logistics terminals etc.

Duties and Accountabilities:

The Technical Expert will have an in-depth knowledge of CP management and investment practices within agribusiness, and a broader knowledge of CP processes and systems. The Expert will use this knowledge to build credible relationships with Ukrainian agribusiness companies, taking primary responsibility for delivering CP assessments and consultancy to IFC clients and partners. This advice may relate to specific investment opportunity, technology upgrades, or process management improvements. In addition, the Expert will direct external CP consultants to ensure quality of services to clients. The Expert will be based in Kyiv. Approach to client work is described below. Key steps in the advisory process include: i) a scoping visit by the Program s CP team; ii) an in-depth advisory engagement (a CP audit or feasibility study) co-funded by the Program and the client; and, iii) support in implementation of recommendations stemming from a CP audit. i) Scoping visits. Before detailed work can start, the Expert will conduct a scoping visit to each client to indentify whether significant CP opportunities exist and whether additional advisory support is really needed. ii) In-depth advisory engagement. If the scoping visit identifies a clear need for further support, IFC will propose an in-depth advisory engagement on a co-financing basis. Such an engagement will be undertaken by the core team in association with “best-in-class” international CP consultants able to provide specific sectoral and regional knowledge. iii) Implementation of recommendations. The Expert will support implementation of recommendations by advising clients on various aspects of implementation, reviewing accomplished results, and communicating an independent view on progress achieved to the client s management. Responsibilities:
  • Design and deliver cleaner production advisory engagements for IFC clients and partners: conduct initial walk-through assessments; define scope of required support to client; engage external consultants on as needed basis and oversee quality of their work; present results of engagements to management of the client company.
  • Support IFC investment teams in business development efforts for clients with strong cleaner production potential.
  • Direct external consultant to conduct sectoral studies on cleaner production opportunities, incl. benchmarking in select sectors.
  • Contribute to research and policy analysis to foster CP market development in Ukraine.
  • Assist Project Manager in fulfilling reporting requirements;
  • Represent the CP Program in seminars, conferences, PR events;
  • Maintain contacts with relevant stakeholders: banks, vendors, project developers, business associations, policy makers, etc;
  • Contribute to corporate knowledge base and share effective approaches with team members and other IFC units;
  • Perform other duties as required.
  • Selection Criteria:

  • Master s or equivalent professional degree and at least 5 years of relevant experience;
  • Technical background/competency in agribusiness, previous experience with waste-to-energy projects is desirable;
  • Track record in implementing CP methodologies, audits and investments;
  • Experience leading large process efficiency improvements and/or consultancy assignments;
  • Strong analytical skills, ability to think strategically and rapidly analyze diverse information;
  • Self starter with strong managerial, organizational, and problem-solving skills, incl ability to quantify CP projects outcomes in financial terms;
  • Ability to communicate clearly and concisely for expert and non-expert audiences, incl ability to communicate technical and financial aspects of CP projects to diverse audiences;
  • Excellent presentation and facilitation skills,
  • Results-oriented approach with demonstrated history of accomplishments;
  • Fluency in Ukrainian, English and in Russian.
