Background / General description:

International Finance Corporation (IFC), a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people s lives and in doing so offers a unique combination of investment and advisory services to its clients. IFC Advisory Services (AS) is composed of 5 business lines, each representing an area of IFC s global expertise. These business lines have to be strategically coordinated in each region in which IFC operates, in line with IFC s overall regional business strategy and client needs. IFC AS in Sub-Saharan Africa are implemented through four management units: IFC PEP Africa; the Infrastructure Advisory Unit, the SME Unit, and the Investment Climate Advisory Services of the World Bank Group. IFC PEP Africa provides and administrative backbone and coordinating function across all for IFC AS management units in Africa. Established in July 2005 as a multi-donor partnership, IFC PEP Africa has experienced significant growth. Today, IFC PEP Africa is implementing a portfolio of over 100 advisory services projects in 36 countries. Projects are implemented by more than 130 dedicated staff members with IFC and donor funding in excess of $150 million. Growth is expected to continue as IFC PEP Africa expands its reach into more countries and more sectors, especially frontier markets. This appointment will be to June 30, 2012, with the possibility of an extension.

Duties and Accountabilities:

The General Manager (GM), IFC PEP Africa, serves as a member of the Africa Region Management Team and as such contributes to IFC s regional strategy. The GM also provides input to the global AS management team. The overall role of the GM is to support the Regional Director in setting IFC PEP Africa s regional strategy and ensuring a coherent delivery of advisory services projects in the region. By doing so, the GM has to ensure that a balanced portfolio of AS business line products and services are delivered at the highest quality level, meeting and exceeding clients needs while ensuring global standards and processes are observed in project delivery. Duties and Accountabilities include: Business Accountabilities: Supports the Regional Director in developing the strategy and resource needs for IFC PEP Africa, with a focus on frontier areas and high development impact projects; Sets strategic objectives for IFC PEP Africa s AS products and services in the region, monitors results and takes corrective actions where/if necessary; Engages with Country Managers to develop and deliver an IFC PEP Africa AS program that supports the country strategy and is appropriately aligned with the investment program; Jointly accountable (with the Regional Director/Country Manager) to deliver IFC PEP Africa targets for each country in the region; Oversees and reviews all IFC PEP Africa AS projects in the region, ensuring a balanced approach across business lines and an efficient allocation of resources and ensures project supervision and project completion reports are complete, comprehensive and delivered in a timely fashion; Supports the Regional Director in coordinating the AS portfolio review process in the region, ensuring all documentation and stakeholders are involved in an appropriate manner and evaluating the portfolio for high development impact and fit with IFC strategy for all AS clients/programs in the region; Supports Country Managers in the coordination of World Bank Group initiatives (including joint Country Assistance Strategy preparation) as well as implementation of regional projects; Contributes to the development of IFC s AS business globally through participation in corporate initiatives and working groups; Resource Management Accountabilities: Jointly (with Global Business Line Leaders) recruits, leads and manages a team of Regional Business Line Leaders, ensuring an adequate balance of skills and regional expertise is represented in the region; Prepares Performance Evaluation and Planning (PEP) reviews for Regional Business Line Leaders and ensures appropriate input from relevant Global Business Line leaders; Ensures effective management and monitoring of IFC PEP Africa AS staff, consultants and vendors active in the region; Prepares the AS budget in the region as an element of the overall regional budget, including management of the regional envelope allocation; Mobilizes funds as appropriate in line with regional and global strategy. Relationship Management: In coordination with the CPA Director, leads, develops and maintains relationships with the donor community in the region, ensuring targets are met, results are monitored and reported as appropriate; Ensures that client needs are met promptly and proactively; Ensures that donors needs and requests are met and in line with IFC s global and regional strategy; Acts as key relationship manager for some key regional clients in coordination with relevant investment team at regional and global level; Works closely within the matrix to deliver impact for clients and IFC.

Selection Criteria:

Education Master s degree in business administration or equivalent professional qualification and a minimum of 15 years professional, relevant experience; Business Experience A minimum of 10 years experience effectively leading, managing and executing complex projects including multi-dimensional stakeholders and in developing markets; Proven track record of leadership achievements, including managing diverse cultural teams; Experience in fund raising and management as well as donor relationship management; Ability to represent IFC externally, and to develop relationships with, government, media, clients, donors, and other stakeholders; Main Skills Outstanding and proven track record of performance in advisory activities, including success in developing client relationships; Ability to think strategically and modify the Regional strategy as needed so that it remains responsive to the needs of client countries; Ability to build successful relationships across the matrix; Ability to deliver high quality work within deadlines and to meet team objectives; Strength in managing complex relationships; Proven track record in managing effective work groups in a service-oriented and diverse setting; Strong written and verbal communications skills, ability to communicate at all levels internally and externally; Ability to develop innovative solutions and challenge the status quo in order to build the business; Meet Bank Group-wide managerial selection criteria – selecting, coaching and appraising staff; planning and managing staff to achieve quality results; encouraging innovation in an open team-based environment; inspiring trust; and influencing and resolving differences across organizational boundaries.
