| Background / General description: | | About the IFC: The International Finance Corporation (IFC), a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people s lives. In addition to its investment work, IFC Advisory Services in the Middle East and North Africa is executing a major donor-funded program of private sector technical assistance and advisory services in the Middle-East and North Africa (MENA) region which covers 20 countries, from Pakistan in the East to Morocco in the West, and is been structured around five thematic areas, namely (i) improving the business enabling and regulatory environment, (ii) strengthening financial institutions and markets, (iii) developing the SME sector (iv) assisting in the restructuring and privatization of state-owned enterprises, and promoting public-private partnership and (v) environmental sustainability services.
IFC Alternate Dispute Resolution Program: IFC s Investment Climate Pillar in MENA is designed to help governments in the region through targeted policy reform efforts designed to remove obstacles stifling private sector growth and to generate more private investment opportunities. As part of its interventions to improve the business environment for private sector development, IFC promotes alternative dispute resolution (ADR) through mediation to mitigate expensive and lengthy court procedures and to expand access to justice, especially for Small and Medium Enterprises (SMEs). In the MENA region, IFC currently runs ADR projects in Morocco and Pakistan.
Egypt as a Regional Platform for Alternate Dispute Resolution in the Arab World: As an outcome of successful ADR interventions in Pakistan and Morocco, IFC Investment Climate Pillar of Advisory Services in MENA has recently approved a Project which endeavors to develop Egypt as a regional platform for ADR in the Arab World. The Project will work on lessons learnt from similar projects in MENA and other IFC Advisory Services facilities and strengthen ADR mechanisms and institutions in Egypt. Efforts will be made to develop strong linkages with Arab countries which in long term will engage stakeholders in regional ADR activities leading towards increased use of ADR for benefitting litigants, disputants, SME s and other stakeholders.
The IFC Advisory Services in MENA is now seeking to recruit a Projects Officer (PO) to support the Alternate Dispute Resolution team in managing the upcoming ADR Egypt Project. The objectives of the Project are to:
a) perationalize the practice of commercial mediation as an effective alternative method of resolving commercial disputes in Egypt; and
b) Pomote Egypt s capacity as a regional center of excellence for commercial mediation training and to strengthen the mediation culture and demand necessary to support a regional ADR initiative. | Duties and Accountabilities: | | Primary responsibility of the Projects Officer would be to implement all components of the Egypt Regional ADR project. Specific tasks would include:
Work closely and actively with the project team and stakeholders from the Government, Judiciary, Legal Profession, ADR Centers, Business and Trade Associations, Judicial Academies, Businesses, Chambers of Commerce and Private sector.
Provide input to the project design, manage the project on a day-to-day basis, and conduct the project s exit strategy.
Deliver top-quality work on time, and meet tight deadlines and targets in a difficult external environment, assuring that all project activities exemplify internationally accepted best practice in ADR.
Regularly report to the Program Manager on program implementation, including procurement, budget management, quality control and service delivery.
Assist the Program Manager in building strong relationships with senior government officials; Judiciary; Bar; and the Private Sector, especially SMEs to ensure ongoing support for the program.
Coordinate on all areas of TA delivery with hired local and international consultants.
Undertake field missions on an as-needed basis.
Collaborate with Advisory Services in MENA s M&E expert to define and monitor impact indicators from the outset of the project and until its finalization.
Control local expenditures against budget according to IFC and donor guidelines.
Coordinate Project activities in light of lessons learnt from Projects in Pakistan, Morocco and other countries.
Supervise and mentor Project team for successful execution of Project activities. | Selection Criteria: | | The candidate will be able to demonstrate:
Masters degree preferably in Law, International Development, Business Administration or Economics.
Five to eight years work experience in legal profession or development, preferably in the field of dispute resolution.
Membership of Bar Associations in case of a law degree.
Understanding of Egyptian legal and justice systems, especially ADR Laws and Institutions.
Knowledge of ADR structures and models.
Knowledge of Government s and donor s Access to Justice initiatives.
Understanding of foreign technical assistance and donor reporting requirements.
Excellent oral, written communication and presentational skills.
Proven planning, organizational and leadership skills.
Fluency in English and Arabic. Knowledge of another foreign language, preferably French would be an asset.
Excellent interpersonal skills with a willingness to work in a team environment.
Exceptional ability to operate under pressure and tight deadlines with accuracy and professionalism.
Willingness to travel extensively.
Strong IT skills, especially Internet, E-mails, Word, Power Point and Excel.
Experience of working in a multi-cultural environment and ability to accommodate and respect various opinions. |
