| Background / General description: | | The International Finance Corporation (IFC), the private sector arm of the World Bank Group, is a global investor and advisor committed to promoting projects in its developing member countries that are economically beneficial, financially and commercially sound, and environmentally and socially sustainable. IFC finances private sector investments, mobilizes capital in the international financial markets, helps clients improve social and environmental sustainability, and provides technical assistance and advice to governments and businesses in the developing world. The Infrastructure Department (CIN) is responsible for sourcing and executing investment transactions in the power, transport, and utilities sectors in developing countries throughout the world. The department also works closely with its counterparts in the Bank in providing policy-based assistance to governments.
CIN is recruiting a Senior/Principal Power Engineer to provide technical advice and support to its investment staff. The job holder will be based in Dakar and report to IFC s Regional Infrastructure Manager for Africa based in Johannesburg, and to the Power Sector Manager in Washington. | Duties and Accountabilities: | | Act as in-house technical and engineering advisor to investment staff in appraising new private sector proposals for investments in the power sector of emerging economies;
Liaise with client s technical staff, project engineers and lenders engineers;
Review major contracts, including PPA, EPC, FSA, O&M, and concession;
Assess investment programs and project capital costs;
Provide key operational and capital assumptions for incorporation in financial models undertaken by investment staff;
Supervise technical aspects of IFC s portfolio of power sector investments, including field inspection as necessary and assist in resolving operational weaknesses;
Hire and supervise specialized engineering agencies as necessary;
Assist with the development of new power projects, particularly those using renewable energy;
Support and provide advice on enhancements to utility management;
Develop suitable industry knowledge to share within IFC and with external clients. | Selection Criteria: | | Engineer with a master degree or equivalent;
Significant work experience in the private sector and emerging economies;
10+ years or more experience in the electric power industry; experience as lenders engineer a plus;
Broad range of responsibilities within the industry in several of the following areas: electric utility management and operations, thermal generation, hydro generation, planning, distribution operations, commercial operations, transmission, tariff setting, power plant construction and environmental compliance;
Detailed knowledge of renewable sources of power production is a definite plus;
Up-to-date knowledge of capital costs and operating parameters of diverse generation technologies and T & D networks;
Knowledge of deregulated market operation and tariff calculation is a plus;
Strong interpersonal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds;
Excellent verbal and written communication skills in English; fluency in written and spoken French or Portuguese is a plus. |
