Background / General description:

IFC is seeking an experienced Project Officer, bilingual in English and Mandarin, to support a program named China Utility-Based Energy Efficiency Finance Program (“CHUEE”). IFC s CHUEE Program is co-financed by Global Environment Facility and the Ministry of Trade and Industry of Finland. The program is endorsed by the Chinese Government, represented by the Ministry of Finance. The goal of CHUEE is to help finance energy efficiency (“EE”) and Renewable Energy (“RE”) projects invested by Chinese entities in order to reduce emissions of greenhouse gas (“GHG”) in the delivery of energy services in China. The Program will organize and provide marketing, engineering, project development, and project financing services to commercial, industrial, institutional and multi-family residential sector energy users to directly support implementation of energy efficiency projects. The program is designed to support all partners to overcome two major barriers - perceived market risks and technical risks. By providing a risk sharing facility to the financial institution partner, the Program is providing strong support to them in overcoming the perceived market risks. Through the delivery of intensive technical assistance, the Program aims to help all partners to acquire skills in the marketing, engineering, due diligence and financial analysis of EE projects so as to overcome the technical risks. The first phase of the program (CHUEE I) was launched in 2006. Implementation of $150 million in total EE/RE project investment is targeted in CHUEE I. This investment is also expected to achieve 4-8 million tons carbon equivalent emissions reductions. In order to mobilize local financing in this sector, IFC seeks to provide a second facility to existing and additional banking partners. Program development for the second facility, CHUEE II, is currently underway. The CHUEE Program Management Office (“PMO”) was established in IFC s Beijing office to manage the implementation of the CHUEE Program, in particular to deliver the technical assistance that is required to catalyze efficiency project origination, processing and financing for partner financial institutions. Duties and Accountabilities:

  • Support Program Manager to implement the CHUEE Program;
  • Work with IFC partner Financial Institutions: - Identify and develop industrial modernization projects with substantial energy saving effect; - Advise on technical aspects of transactions: assess technical risks, compare technologies, assess impacts on production capacity and product quality, assess energy savings, CO2 emissions reductions and other environmental benefits, assess financial impact of environmental benefits. - Develop and deliver CHUEE related training courses, with the support from international and domestic consultants.
  • Work with prospective partner financial institutions: - Advise on potential industrial modernization / energy efficiency improvements; - Recruit and supervise consultants in preparing detailed energy audits and feasibility studies, if required.
  • Work with project developers, Energy Management Companies and vendors: - Direct market assessments of specific segments of equipment; - Evaluate potential partners: project developers, ESCOs and vendors; - Formulate and implement strategy of strengthening capacities of project developers, ESCOs and vendors;
  • Other duties: - Organize industrial EE/RE opportunity assessment studies and policy environment studies; - Prepare program relevant reports; - Prepare case studies and awareness raising materials on energy efficiency for a variety of audiences (banks, industrial consumers, public authorities, residential consumers); - Assist the Project Manager on other aspects of developing, implementing and monitoring the technical assistance program as required.
  • Selection Criteria:

  • A combination of education background of technical, environmental, financial and other areas, masters degree a must;
  • At least three years of experience in energy sector, preferably in energy efficiency sector;
  • Knowledge and experience in multiple CDM projects development is a prefer;
  • Strong analytical and problem solving skills to identify issues and present creative, practical solutions;
  • Capacity to deal with conflicting priorities and deliver high quality work on schedule;
  • Excellent communication and presentation skills in Chinese and English and willingness to travel frequently;
  • Strong organizational skills, with ability to handle multiple tasks simultaneously;
  • Past experience in an international organization or company is preferred;
