| Background / General description: | | IFC is seeking an experienced Financial Analysts, bilingual in English and Mandarin, to support a rapidly expanding financing program called China Utility-Based Energy Efficiency Finance Program (“CHUEE”) in IFC China.
Program Background
With increasing concerns related to mitigation of greenhouse gas emission, there is an urgent need for IFC to scale up the implementation of Energy Efficiency and Renewable Energy projects. IFC recognizes that true scale will be achieved only when the private sector becomes actively involved in financing sustainable energy. However there are knowledge and risk perception barriers that need to be addressed for the private sector to become involved, especially in developing countries.
Well directed technical assistance to increase awareness of business opportunities in sustainable energy finance, and risk sharing facilities to address the risk perception issue have met with substantial success. IFC s experience in piloting sustainable energy in Eastern Europe and Russia has validated this. The market has picked this area up and moved forward on its own. Over time the requirement for technical assistance and risk sharing has been dramatically leveraged with respect to commercially financial business volumes.
IFC s implementation of the CHUEE Program also validated this model. CHUEE was launched in 2006 to support the portfolio of up to US$115 million equivalent in energy efficiency investments with IFC risk sharing of US$50 million equivalent. The program has generated tremendous market interest and is now being scaled up to support a portfolio of another US$750 million in EE investments within the next year. The expanded Program will see the establishment of partnership with three Chinese commercial banks. The CHUEE Program will continue to build partnership with other Chinese commercial banks.
The CHUEE Program Management Office (“PMO”) was established in IFC s Beijing office to manage the implementation of the CHUEE Program, in particular to deliver the technical assistance that is required to catalyze efficiency project origination, processing and financing for partner banks.
The financial analyst will play the pivotal role of managing the relationship with partner banks as well as developing strategic partnership with additional commercial banks. You will also be working on a team of professionals who are driven by their desire to help maintain and improve the wellbeing of the earth.

- Support Program Manager in the implementation of the CHUEE Program;
- Review appraisal reports submitted by participating financial institutions (“FIs”), analyze related financial statements and projections;
- Collect and analyze financial data and other information from independent sources about the proposed borrowers and end-users of proposed projects;
- Prepare summary materials and portfolio guarantee approval recommendations for review by the Program Manager and Credit Committee or Supervisory Committee;
- Monitor program sub-project portfolio and liaise with FIs to understand the performance of guaranteed transactions;
- Build and maintain relationships with participating financial institutions;
- Develop and implement a program marketing and technical assistance plan (together with the Program Manager);
- Draft Portfolio Guarantee Agreements of approved sub-projects;
- Under supervision of the Program Manager, arrange for program evaluations as required for data collection and reporting purposes;
- Presentation of the program in seminars and conferences (in banks, industry fairs, thematic seminars)
- Negotiate with banks and clients, with or without Program Manager, due diligence issues and project and financing terms;
- Maintaining contacts with project developers (clients). | Selection Criteria: | | - Masters degree in finance, accounting or business administration;
- Experience in Chinese commercial banking business a must, preferably in the area of loan origination, processing and risk management;
- Experience in international commercial banks operating in China a plus;
- Strong analytical and organizational skills, and ability to take initiative and work independently;
- Strong writing and oral communication skills in English and in Chinese;
- Sound knowledge of accounting and financial statement analysis;
- Sound knowledge of financial modeling, risk analysis and risk-adjusted discounted cashflow analysis;
- Excellent interpersonal skills, and ability to work in a team environment;
- Good client relation skills and excellent problem solving skills.
